They tend to run the campaign like a business and keep the funds spent. Many campaigns are in the red when all is said and done.

However, if there is any leftover, they can dump it into a "Leadership PAC" to pay off cronies who worked on the campaign. Or they can simply hold on to the money for later political gamesmanship.
