I know it will take time to figure everything out but I am confused.

I have heard the ACA was upheld. Now I am hearing states can opt out. So 26 states may still be screwed.
Both sides will spin and claim victory.

The PPACA was upheld in its entirety except for a provision that would enable Congress to withhold Medicaid funding from states that did not comply with new eligibility requirements for Medicaid. And even that was partially upheld - - Congress can withhold new funds from states that refuse to comply.

States cannot opt out of the PPACA.
