10. The maddening part is that O'Malley's Baltimore squad was ready even earlier.

The feds told them to hold off. My guess is that, for Bush, bringing in such outside aid would have made it clear that, on his watch FEMA (headed by the former horse trainer) was messing up big-time. Preserving Bush's image was more important than saving people's lives.
