In my view the jury system is being abused

I've already been on two this morning, and both were trivial alerts, in my view.

1. If someone alerts and it's 7-0 to leave the post, the alerter is locked out of alerting for 24 hours

which limits the possibilities of this kind of abuse.

lock outs of 0-7 alerts helps make it work. Maybe a week lockout after two in a row would even be better. Maybe lockouts after 1-6 would be good, too.
