How does Flagged for Review work?

I've been waiting 6 months now for somebody (well known in the sports forum) but stiolbsays flagged for review. Is it some sort of purgatory? Are the accounts still waiting to be reviewed and does the flagged for review mean a decision hasn't been made?

I was away for like a year so I'm confused by some of the changes like juries.

been FFR'd for more than 1.5 yrs. The only thing I can figure is that maybe technically it is easy to take someone off FFR but once they are PPR'd it can't be reversed - but that is just a guess.
