We do send push notification requests... if you don't want to see them, hitting the button to decline should make them go away permanently.

Normally hitting it once would clear them for quite a while, but this is persistent.

I'm not sure why this is happening -- the requests should stop coming after you dismiss one of them. But I found a potential solution for you online. Try this site, scroll down to the section for Microsoft Edge. You would want to add www.democraticunderground.com as one of the sites to block:

https://www.choice.com.au/electronics-and-technology/computers/computer-software/articles/how-to-disable-annoying-browser-notification-requests
