"k&r" means and use of?

I'm relatively new and learning the ropes.
I believe 'k and r' means kicked and recommended.

I want to make sure re the appropriate use -
if I want to bring a thread which I think is important to the attention of other members, after it has 'fallen' in the queue?

this is what I think. correct?

The kick is the effect of your post kicking the thread back up to the top of the forum or group page and the rec is of course a recommendation of the thread.
