Otherwise open it in a graphics program and convert it to a .gif.

Also, it's never a bad idea to actually post the picture here to see if someone can spot the issue with it.

I seem to recall the Admins saying that it takes a few minutes for all the DU servers to sync up before a newly uploaded avatar will be displayed in your posts.

ON EDIT: It looks like the image is being stretched vertically to fit the full 48 pixel height - you might want to add a 12 pixel high block of white at the bottom to keep the proper aspect ratio. Or you could crop the horizontal size to 36 pixels to match the height. Or compromise by doing a little of each (e.g. crop the width by 6 pixels and add a 6 pixel high block of white at the bottom).
