Typically, the agency she works for would do that and she would bring what was needed. Maybe get the name brand and Google to see if it’s a known issue?

I've been googling it and doing a crash course on catheters.

Do most people order their own catheter supplies themselves? How does that work with Medicare? Any recommendations on suppliers?

When I was at an Air Force base we could only order office supplies from one company. Maybe call a local hospice and ask them? They are usually staffed with exceptionally nice people. One of the few things I didn’t have to deal with when caring for my mom.
