Because of the long lines. I assume that request was granted. Could be the same in Chicago, but I don't know.

They hold out some big precincts until they know how big a lead the other candidate has. If it's within any kind of reason at all, they can pad the held out districts then. For instance, if Hillary and Bernie are 5,000 votes apart with Bernie ahead, the machine can take the district ts they held out and pad each of them enough to flip the total to Hillary. Chicago used to do that for the whole state. Who knows, maybe they still do.
