Assuming that you opened, and read, the bill you would know that the final line says that it would take effect immediately on passage.

Also, my first line states that it MAY already be too late.

That doesn't change the fact that it's a good idea.

I had two NYers telling me they wouldn't support it.
I tried as hard as I could to make a compelling argument as to why anyone would want to see an open primary but the two that were biting were flying HRC colors. They opposed the idea but wouldn't say that it was only because they knew it would hurt her chances if it passed before the primary.
Any thoughts?
