That busing question to Biden could come back to haunt Harris

Hand it to the Democrats. They managed in last week’s presidential debate to put a racially explosive issue from long ago, one that had all but died away, back on the political agenda.

A 1999 Gallup Poll, when the issue was still fresh, found that 82 percent of respondents agreed that “letting students go to their neighborhood schools would be better than achieving racial balance through busing.” Courts began to limit the use of busing and racial quotas to desegregate public school systems.

Sixty-five years after Brown v. Board of Education, as a recent study concluded, “intense levels of segregation [in public schools] — which had decreased markedly after 1954 for black students — are on the rise once again.” Some of the most segregated school districts are in large cities in 2020 swing states such as Detroit, Milwaukee and Charlotte-Mecklenburg, North Carolina.

And that’s why Harris’s question could come back to hurt her and other Democrats. Republicans may try to brand Democrats as a party that wants to bus children out of their neighborhoods. Like Biden, Harris will be on the receiving end of tough busing questions like: “Senator, if you are elected president, will you take steps to desegregate those school districts through the busing of students?”

If she says "yes" she risks alienating voters in key states. If Harris says "no" she will look like she is running away from her record. . . . Harris may have opened a Pandora’s Box that won’t be so easy to close.

Yes we'll have to see what happens with this one. Maybe it will fade away, or Kamala has a smart busing plan everyone will love. But I don't this as a winning issue in any state.

He's pretty agile for a guy his age.

The Biden Indusrtrial Complex probably has their daily gaffe release schedule planned to the hour. They don't need Joe anymore. On the other hand introducing busing into the campaign qualifies as a gaffe of epic proportions.

means of desegregating schools and ensuring equal quality that doesn't require "forced busing."

All I see is a bunch of folks saying, we can't bus because the white majority is against it. Christ, there are other solutions, it's just that local governments don't want to desegregate anymore than they have to.

Biden’s education plan, explained

The heart of Biden’s plan is a call to triple the money the federal government sends to low-income schools and districts from about $16 billion per year to about $48 billion.

Biden’s plan draws clear lines on how that money should be used: Teachers should get a raise, 3- and 4-year-olds should get access to pre-K, and rigorous coursework (such as Advanced Placement classes) should be available at all schools. Any money left over after those priorities are taken care of, according to the plan, could be used to meet other needs.

His plan also calls for more mental health care in schools and expanding resources for families, including home visiting by nurses for parents of newborns and the creation of “community schools” in low-income areas that offer social services, doctors, and other help. After facing criticism over his remarks on desegregation and busing in the 1970s, Biden now calls for the Education Department to create grants to help schools diversify. And he includes proposals on gun control and infrastructure spending that he argues would help make schools safer.

But the biggest idea in his plan is the increased federal spending on low-income schools.

But I'd like to hear more about the plan for helping schools diversify, which sounds like another way to say "desegregate."

it's not an issue. Black parents were against it, too. Also it has been resolved (the courts found the schools integrated and so the plan was no longer needed). The neighborhoods are more integrated and whites these days don't move just because there is a black person next door.

It's definitely caused a riff in the reality-based Democratic community and the 'lead by emotions' sector. Unless Harris announces a 21st century school busing plan, her tact in the debate appears more and more to be pointless.
