I recall seeing his icon as a user-selected preferred candidate back when the "choose-your-favorite" poll was first started. Also, scroll to the bottom of this page: https://www.democraticunderground.com/?com=candidates

The following have either officially declared that they are not running for president, or are out of the race (no longer actively campaigning, suspended campaign, officially ended their campaign, etc.): Sherrod Brown, Bill de Blasio, Kirsten Gillibrand, Mike Gravel, John Hickenlooper, Jay Inslee, Seth Moulton, Beto O'Rourke, Tim Ryan, Eric Swalwell

Honestly, I have no preference one way or the other. But it seems as though he "declared" that he had no interest. And with that in mind, it makes little sense (or seems highly unlikely) that he'd un-declare his non-interest and enter a race he previously rejected.

9. Brown's 'Dignity of Work' tour, public forums, late night shows--
Tue Nov 12, 2019, 12:46 PM
Nov 2019

with his presidential campaign he started off with a bang and then collapsed quickly, even if he didn't 'formally enter.'

'Nothing to see here' my foot, he disappeared fast after considerable effort and raising people's hopes.

TIME, March 7, 2019, 'Sherrod Brown Presidential Campaign 2020.'

'Sherrod Brown’s decision to forgo a bid for the White House is the first big surprise of the 2020 Democratic presidential primary.'

The Ohio Democrat was taking all the necessary steps to assemble a competitive bid. Brown had enlisted a savvy veteran of Iowa as a campaign manager-in-waiting, tapped a star adviser to Hillary Clinton’s orbit to lead efforts in New Hampshire, and his plan to play up his working-class cred gave him a fighting chance in Nevada, where the culinary workers’ union reigns supreme. In pitches to activists and donors alike, Brown was preaching his ability to retake the Midwest.

In interviews he sounded every bit the contender, framing himself as a lifelong progressive who could get white, working-class voters to pull the lever for a Democrat. “I don’t have to show my progressive bona fides. I am who I am. But I’m also going to win the industrial Midwest,” he told TIME in January, riding in his Ohio-made Jeep from Cleveland to Lordstown, Ohio, for a January union-hall conversation with soon-to-be-out-of-work automakers...
