Indiana law specifies that school districts are independent of cities and mayors offices. South Bend schools are governed by the South Bend Community School Corporation, which has a board of publicly elected members.
Though the school system was officially desegregated in 1981 by way of a legal agreement reached in federal court, some of its most integrated schools were permanently shuttered, and students were bused to other locations.

To remedy the issue, the candidate has proposed a federal pre-clearance policy for any proposed changes to district boundaries to ensure they dont further concentrate white students or minority students in separate school districts, the spokesperson said.

(581 posts)He made mistakes as mayor as any newbie local leader will do. The difference is by the textbook you're supposed to show you learned from your mistakes of the past by making things better as you climb the ladder. He's not trying to climb the ladder though - he's trying to jump to the top in one go.
I'm not a fan of the expression "on the job training" but in his case the criticism is valid because if you couldn't see the problems in town, how can we trust you with the whole country.
