Not sure why you think this is an ethical problem as it is far more of a "there might be bias" problem.

Bias resides in anyone you hire. That’s always an issue.

Conflict of interest is an ethical concern.

Poll could be biased. Perhaps it is. But doing the poll wasn’t a conflict of interest.

Campaigns often have their contracted pollsters release a favorable poll for them to set or re-set the narrative about the candidate's strength in the race.

it would have been touted as "proof" she herself was purposefully attempting to manipulate, in a corrupt manner, public opinion on how well she was doing in the polls, because there "would be no way" that the candidate wouldn't have known about it, and blessed it.
