Amy Klobuchar State of Play memo

TO: Interested Parties
FROM: Amy for America
DATE: Thursday, February 6th, 2020
RE: Pre- New Hampshire State of Play Memo

TOPLINES

● Amy surged to a strong top-five finish in Iowa, overcoming being significantly out-spent
and the massive scheduling hurdle posed by the Senate impeachment schedule.

● This is a 5-way race and Amy is now effectively tied with Vice President Biden headed
into New Hampshire.

● The campaign is in a great position heading into the final week before the New
Hampshire Primary. Monday night a new Emerson poll showed Amy statistically tied for
second place and Tuesday a St. Anselm College poll showed her momentum continuing
to surge. Polling Thursday from Monmouth had Amy tied with Senator Warren in New
Hampshire.

● New Hampshire’s open primary favors Amy, who has built her career winning the
support of independents and moderates.

What Happened in Iowa

● Amy punched above her weight and earned one of the rarest prizes in American politics:
a ticket out of Iowa. The result is a testament to her strengths as a candidate, the
organization we built in the state and the hard work of the entire campaign top-to-bottom.

● The results in Iowa confirm what we have known from the beginning, that Amy is
appealing across the electorate. When the final results are in, Amy will receive a national
delegate from Iowa, which will qualify her for the Nevada debate.

● With results still coming in, Amy is virtually tied with the former Vice President, despite
being outspent by him and his aligned Super PAC by more than 2 to 1. Amy wasn’t just
vastly outspent by the other four top finishers – Steyer and Yang combined spent over
$24 million on advertising in Iowa. Amy stood out in an environment that was
completely saturated by advertising for the final six months of the contest.

● Amy has won, is leading, or is tied in seven counties across the state and was strong in
the large, liberal precincts, in the suburbs, and in small, rural precincts. She was dominant
in satellite caucuses across the country, winning all three in Florida and picking up wins
in Arizona and California.

New Hampshire

● This is a five-person race going into the New Hampshire primary. Amy landed in New
Hampshire at 4:00 AM on Caucus Night and will be able to be in the state every day
leading up to the election. Amy’s campaigning hard and delivering her message that she
will be a President for all of America. She’s a steady hand who can unite and lead.

● The campaign is in a great position heading into the final week. Monday night a new
Emerson poll showed Amy statistically tied for second place and Tuesday a St. Anselm
College poll showed her momentum continuing to surge. Following these recent polls,
Spencer Kimball, the Director of Emerson College Polling, said that “Senator Amy
Klobuchar is a competitor in New Hampshire.”

● Given the unique circumstances surrounding the Iowa Caucus results being delayed by
several days, as well as the overall muddled result in terms of the horse race, the media is
looking towards New Hampshire with an even closer eye in terms of defining the race’s
momentum.

● Amy has been endorsed by three of the largest newspapers in New Hampshire: the Union
Leader (the largest in the state) as well as the Keene Sentinel and the Seacoast Online
media group, which includes the Portsmouth Herald.

● Unlike the Iowa Caucus, which involves a smaller slice of the overall electorate due to its
rules and format, New Hampshire is an open primary where undeclared voters can
participate. These undeclared voters make up 42% of the electorate in New Hampshire.
Amy speaks to Independents and moderate Republicans as well as our fired-up
Democratic base with a unifying, optimistic message.

● Amy has made 22 campaign trips to New Hampshire and has held over 70 events in the
state. According to NBC Boston’s tracker, by primary day she will have held more events
in New Hampshire than any candidate on the debate stage Friday night.

● We have seven offices in the state and our large staff in the state is being augmented by
dozens of Iowa staffers who arrived in New Hampshire this week.

The Race Going Forward

● No winner was declared in Iowa on Monday night, or on Tuesday, or on Wednesday. The
result showed a muddled field and a wide-open race and the news coverage was
dominated by the reporting problems, not the achievement of any single candidate. Amy
was one of five candidates who received a ticket out of Iowa and she hit the ground
running.

● We know from Amy’s extensive electoral history in large and competitive electoral
environments that she has the receipts to win big, that she can bring in a big coalition of
voters and that she has down-ballot coattails. That is unique among the leading
candidates remaining.

● At every stage of this race, Amy has seized the moment. From shining on the debate
stage to seizing the moment on Caucus Night and being the first candidate to speak, Amy
knows how to set the tone, speak to the country and move forward.

● Most candidates came out of Iowa weakened or in a holding pattern. Amy heads to New
Hampshire with momentum.

If I were to vote in a presidential
primary today, I would vote for:
Joe Biden
