Primaries can also misallocate delegates in terms of popular vote.

In every state that has more than one CD, there are a block of delegates that get distributed proportionally state wide (those would, of course be distributed where a plurality of vote would equal at worse a tie for plurality of delegates) but each CD also gets delegates to distribute proportionally. In NC, we have 13 CD, which get between 4 and 9 delegates depending upon that CD's vote for Governor Cooper and Hillary Clinton in 2016. If several candidates get at least 15% in a CD with only 4 delegates then those CD's will be split 1 to 1 to 1 to 1 even if the vote split is 50%, 15%, 15%, 15% while in a 9 delegate CD that same split would be 6,1,1,1. Given that a candidate who is strong in the districts with few delegates might win a CD by say 10,000 votes and not net even one delegate if he or she does that in all the districts with 4 and 5 delegates (there are 8 total) then that would be plus 90k, if the large CD were 40%,40%,30%,14% with the candidate who did well in the other 8 districts being the 14 He could lose those 3 by a similar vote total but see 3,3,2 and 3,3,3 divisions meaning he would gave gained like 4 delegates in the 8 CD but lost 9 in the 3 CD a net loss of one.

primary today, I would vote for:
Joe Biden
