Party run primary?

Someone here asked how should the Iowa caucuses be fixed, given that the IA governor does not want a government run primary.

Several states - North Dakota, Kansas, Alaska and Hawaii - now have "party run primaries." What does it mean? Can this system solve the Iowa and, please no, the Nevada problems?

which states go first. Iowa & NH constantly doing so is just silly to me.

unless the state agrees to a primary...then Iowa will have a primary
