Iowa was a virtual tie, so what difference would it make if someone won by a couple votes?

How the national delegates finally get allocated won't be certain until after further rounds of voting.

As I understand the Iowa caucus system, the caucuses only selected the people to attend and vote at the next level up in the process. Ultimately, they select the actual state delegates who in turn select the national delegates. The probable allocation of national delegates is what has been reported, but it is far from a firm number.
