1. Just like declaring they would only serve one term, it automatically turns them into a lame duck...

and their presidency essentially meaningless. I think there is some unspoken acknowledgment for several of them on this score, but announcing it ahead of time weakens them and gives ammo to opponents who want to paint them as "too old." and thus nonviable.
