Each party decides whether NPP voters can vote in its party. This year the Democratic, Libertarian, and American Independent parties are allowing it. Voters have to request the ballot they want because poll workers aren’t psychic. My county, Santa Clara, sent notices about this to all registered NPP voters last November;
it’s also on the NPP voters guide with instructions on how to get a replacement.

That they’re still confused says a lot about their political awareness. I am surprised there hasn’t been more noise about it yet.
