Click "policy" on his homepage and you are then welcomed to a plethora of his policy positions by way of click-through headers.

My top criteria was if candidates listed even 1 issue with clarity without scrolling or clicking.

My next criteria was able to see a few issues with minimal scrolling or a single click.

and had the same thoughts as you. Below par about presenting policy positions. Some don't really have any.

This is the best because the issues are front and center. Note: Representative Gabbard is not one of my preferred candidates.

Marianne Williamson has the most traditional navigation, as well as an issues page with good navigation.

Sherrod Brown's "Issues Page" has the content. The arrangement is not a fail, but not a winner either. Frankly, its hard on the eyes.

Elizabeth Warren's site needs scrolling.

Kamala Harris's site has video, prose and photos.

I encourage more content on the very home page of the sites for the candidates.

I encourage more traditional navigation as well.
