My next criteria was able to see a few issues with minimal scrolling or a single click.

Marianne Williamson has the most traditional navigation, as well as an issues page with good navigation.
Sherrod Brown's "Issues Page" has the content. The arrangement is not a fail, but not a winner either. Frankly, its hard on the eyes.
Elizabeth Warren's site needs scrolling.
Kamala Harris's site has video, prose and photos.
I encourage more content on the very home page of the sites for the candidates.
I encourage more traditional navigation as well.
