I watched the video and and he was talking about the presidency and Obama and where people come from.

I take this to mean that much of his career - at least what defined him - was spent in the Senate.

It really is no big deal, a zero. I have listened to Biden for dozens (probably over 100 now) of hours, and he just mispeaks a lot but his mental acuity is still razor sharp in reality.
