If he was any other gaffe-prone 76-year-old with his history (in relation to Thomas-Hill, etc.), nobody would consider him to be a contender. After all, he dropped out after getting just 4% in Iowa in 2008 and his 1988 bid ended even sooner following allegations of plagiarism.

But he was Obama's VP and that gives him a shot to be the most powerful person in the world. Hard to not run.
