If it was donated to the US, the US owns it. Not him.

2. His plan is to make it part of his presidential library

Though I don't know what his "library" will contain since we know he doesn't read. And there have already been legal problems with the land where his "library" is supposed to be built.

And I really don't get it, since previous presidents haven't been allowed to keep far less valuable gifts from foreign governments due to the emoluments clause.

And if they find exactly zero listening devices, or secret transmission software to forward classified communications, then my opinion would be that the ones doing the checking were either ordered to find nothing, or else they are all experiencing a severe case of simultaneous mass incompetence.
