I would also like to say that insurance companies and hospitals have a habit of up billing the care being reported for a Medicaid patient. They know it's money in the bank for them, so all they have to do is submit a padded bill and rake in the extra money from Medicaid.
The patient probably doesn't even know this happened. The was waste, fraud, and abuse isn't being done by the patient, it's the institutions that milk the system who are responsible for most of the abuse.
