Doesn't the federal court already have his money in escrow? If so, they control the payout to Ms. Carroll.

State Supreme Court can determine the compliance with the verdict with state law but it is a lawsuit not a criminal case.
This case would have to extend into areas of Constitutional conflict for it to be heard. Matters like amount of the award, obligation to pay, ability to pay in relation to actual award could come close to past precedent like the right to sue, but it would not be knocked down.
