About sec 2 of VRA : Section 2 of the Voting Rights Act of 1965 prohibits voting practices or procedures that discriminate on the basis of race, color, or membership in a language minority group. It is a permanent, nationwide provision that can be enforced by both the U.S. Attorney General and private citizens. However, its scope and enforceability are currently subjects of intense legal debate and recent court challenges.
