3. Not sure if this is 100% true because I heard it many years ago from my father

way before the internet but Russia used to try to upset visitors by calling them on their hotel phones and if they took the phone off the hook they would go to their rooms and knock until whoever opened it to tell them they had to put their phones back on the hook.

Don't know how this could be adapted to irritating ICE but it's a good idea about how to use creativity to make someone not want to be someplace.
