How the Doomsday Project Led to Warrantless Surveillance and Detention after 9/11

Since World War II, secrecy has been used to accumulate new covert bureaucratic powers under the guise of emergency planning for disasters, planning known inside and outside the government as the “Doomsday Project.”

Known officially (and misleadingly) as “Continuity of Government” (COG) planning, the Doomsday Project, under the guiding hands in the 1980s of Oliver North, Donald Rumsfeld, Dick Cheney and others, on 9/11 became the vehicle for a significant change of government. The extreme repressive powers accumulated under the guise of the Doomsday Project were first developed to control the rest of the world. Now, to an unprecedented extent, America itself is being treated as an occupied territory.

In 1994, Tim Weiner reported in The New York Times that “The Doomsday Project” had “less than six months to live.” (1) Weiner’s language was technically justifiable, but also very misleading. In fact COG planning now simply continued with a new target: terrorism. On the basis of Weiner’s article, the first two books to discuss COG planning, by James Bamford and James Mann, both reported that COG planning had been abandoned. (2)

What Weiner and these authors did not report was that in the final months of Reagan’s presidency the purpose of COG planning had officially changed: it was no longer for arrangements “after a nuclear war,” but for any “national security emergency.” This was defined in Executive Order 12656 of 1988 as: “any occurrence, including natural disaster, military attack, technological emergency, or other emergency, that seriously degrades or seriously threatens the national security of the United States.” (3)

In this way a totally legitimate program dating back to Eisenhower, of planning extraordinary emergency measures for an America devastated in a nuclear attack, was now converted to confer equivalent secret powers on the White House for anything it considered an emergency.

Cheney and Rumsfeld in from the Start

From its beginning in 1982, two of the key planners on the secret COG planning committee were Dick Cheney and Donald Rumsfeld, the same two men who implemented COG on 9/11. (4) The committee had been established by Reagan under a secret executive order, NSDD 55 of September 14, 1982. Despite what Weiner implied, the committee continued to meet without interruption until the George W. Bush presidency in 2001. (5)

An expanded application of COG was apparently envisaged as early as 1984, when, according to Boston Globe reporter Ross Gelbspan,

Lt. Col. Oliver North was working with officials of the Federal Emergency Management Agency… to draw up a secret contingency plan to surveil political dissenters and to arrange for the detention of hundreds of thousands of un-documented aliens in case of an unspecified national emergency. The plan, part of which was codenamed Rex 84, called for the suspension of the Constitution under a number of scenarios, including a U.S. invasion of Nicaragua. (6)


1In other words, extreme measures, designed originally to deal with an externally directed and devastating nuclear attack, were being secretly modified to deal whenever desired with domestic dissenters: a situation that still pertains to today. (7)

A Long List of What We Know Thanks to Private Manning

The debate in the media, and in political circles over Edward Snowden—Right or Wrong—often doubles back on references to Pfc. Manning, who was sentenced to thirty-five years in prison on Wednesday. Too often (that is, most of the time), the value and import of the Manning/WikiLeaks disclosures are ignored or dismissed, just as Snowden’s NSA scoops are often derided as “nothing new.”

And let’s not forget what started it all: the “Collateral Murder” video.

First, just a very partial list from “Cablegate” (keep in mind, this does not include many other bombshells that caused a stir in smaller nations abroad):

• Yemeni president lied to his own people, claiming his military carried out air strikes on militants actually done by the US. All part of giving US full rein in country against terrorists.

• Details on Vatican hiding big sex abuse cases in Ireland.

• US tried to get Spain to curb its probes of Gitmo torture and rendition.

• Egyptian torturers trained by FBI—although allegedly to teach the human rights issues.

• State Dept. memo: US-backed 2009 coup in Honduras was “illegal and unconstitutional.”

• Cables on Tunisia appear to help spark revolt in that country. The country’s ruling elite described as “The Family,” with Mafia-like skimming throughout the economy. The country’s first lady may have made massive profits off a private school.

• US knew all about massive corruption in Tunisia back in 2006 but went on supporting the government anyway, making it the pillar of its North Africa policy.

• Cables showed the UK promised in 2009 to protect US interests in the official Chilcot inquiry on the start of the Iraq war.

* Oil giant Shell claims to have “inserted staff” and fully infiltrated Nigeria's government.

• US pressured the European Union to accept GM—genetic modification, that is.

• Washington was misled by our own diplomats on Russia-Georgia showdown.

• Extremely important historical document finally released in full: Ambassador April Glaspie’s cable from Iraq in 1990 on meeting with Saddam Hussein before Kuwait invasion.

• The UK sidestepped a ban on housing cluster bombs. Officials concealed from Parliament how the US is allowed to bring weapons on to British soil in defiance of treaty.

• The New York Times: “From hundreds of diplomatic cables, Afghanistan emerges as a looking-glass land where bribery, extortion and embezzlement are the norm and the honest man is a distinct outlier.”

• Afghan vice president left country with $52 million “in cash.”

• Shocking levels of US spying at the United Nations (beyond what was commonly assumed) and intense use of diplomats abroad in intelligence-gathering roles.

• Potential environmental disaster kept secret by the US when a large consignment of highly enriched uranium in Libya came close to cracking open and leaking radioactive material into the atmosphere.

• US used threats, spying, and more to try to get its way at last year’s crucial climate conference in Copenhagen.

* American and British diplomats fear Pakistan's nuclear weapons program — with poor security — could lead to fissile material falling into the hands of terrorists or a devastating nuclear exchange with India.

• Hundreds of cables detail US use of diplomats as “sales” agents, more than previously thought, centering on jet rivalry of Boeing vs. Airbus. Hints of corruption and bribes.

• Millions in US military aid for fighting Pakistani insurgents went to other gov’t uses (or stolen) instead.

• Israel wanted to bring Gaza to the ”brink of collapse.”

• The US secret services used Turkey as a base to transport terrorism suspects as part of its extraordinary rendition program.

• As protests spread in Egypt, cables revealed that strong man Suleiman was at center of government’s torture programs, causing severe backlash for Mubarak after he named Suleiman vice president during the revolt. Other cables revealed or confirmed widespread Mubarak regime corruption, police abuses and torture, and claims of massive Mubarak famiiy fortune, significantly influencing media coverage and US response.


Now, an excerpt from our book on just small aspect of the Iraq war cables. As I noted, this doesn’t even include the release of the “Collateral Murder” video earlier.

Al Jazeera suggested that the real bombshell was the US allowing Iraqis to torture detainees. Documents revealed that US soldiers sent 1,300 reports to headquarters with graphic accounts, including a few about detainees beaten to death. Some US generals wanted our troops to intervene, but Pentagon chiefs disagreed, saying these assaults should only be reported, not stopped. At a time the US was declaring that no torture was going on, there were forty-one reports of such abuse still happening “and yet the US chose to turn its back.”

While the great journalist Greg Mitchell's list makes the USA national press corps look lazy and cowed, it really shows our government to contain a pack of money-grubbing warmongers that make Wall Street almost look honest in comparison.

Mitchell's reportage of WikiLeaks also brings up their most undemocratic rub: When Money and Power can be applied by secret agents, they benefit secret agendas and players.

Assange, Manning and WikiLeaks have lifted the veil on these operators.

J. Edgar Hoover Was Homosexual, Blackmailed by Mob, Book Says

WASHINGTON — A new book contends that former FBI chief J. Edgar Hoover was a homosexual who was blackmailed by the Mafia into denying the existence of organized crime for decades.

Author Anthony Summers writes in his book, "Official and Confidential: The Secret Life of J. Edgar Hoover," that top organized crime figures Meyer Lansky and Frank Costello obtained photos of Hoover's alleged homosexual activity with longtime aide Clyde Tolson and used them to ensure that the FBI did not target their illegal activities.

The new book quotes two former Office of Strategic Services officials who said they saw pictures of Hoover engaged in a sexual act with Tolson. One, John Weitz, said he could not recognize anyone in the photo he was shown at a dinner party in the 1950s but was told by his host, whom he would not identify, that it depicted Hoover and Tolson.

Summers writes that electronics expert Gordon Novel said that CIA counterintelligence chief James J. Angleton, now deceased, showed him several photos, including one of Hoover engaged in sexual activity with Tolson.

Summers writes that the Mafia may have obtained the photos from the OSS, the forerunner to the CIA. He offers the theory that OSS chief William Donovan and Hoover, while feuding over control of foreign intelligence, investigated each other and Donovan came up with the photos.

What's really evil is what came later...



Joseph Adams Milteer pretty much outlined the 'official version of Dallas' before it happened.



A rabid right-wing racist who was tape-recorded by FBI detailing the assassination of JFK "with a high-powered rifle from a high-rise office building," then a couple of weeks later appears in photographs in Dealey Plaza should make the front page and lead every broadcast, but it doesn't, for some reason.



Milteer didn't know he was being taped by an FBI informant.

The late-FBI agent Don Adams, who interviewed Milteer, came forward a few years ago and reported the FBI intentionally obstructed justice in its investigation of Milteer and in its investigation of the assassination of President Kennedy.

Those with open minds also may want to learn about Secret Service agent Abraham Bolden, the first African American on the White House Secret Service detail who reported overt racism by his fellow agents and outright hostility toward the "n------loving president" and was railroaded after reporting what he saw to the Warren Commission.



These are fascinating facts hidden to much of the public -- but not DUers.

Slap-in-the-Face Wealth Gap Images

Just 70 individuals now own as much wealth as half the world. In the U.S., the richest 40 individuals own as much as half the country, and the 16,000 American households in the top .01% have accumulated an average net worth of over a third of a billion dollars. As extreme wealth continues to grow out of control, inequality worsens for the rest of us, plaguing our country and our world, spreading like a terminal form of cancer. It should be a major news item in the mainstream media. But the well-positioned few are either oblivious to or uncaring about its effect on less fortunate people.

The data and charts (citations here) come from Forbes, Credit Suisse, and a recent study by Emmanuel Saez and Gabriel Zucman.

1. Just 70 Individuals Own As Much Wealth As Half the World

Less than a year ago, Oxfam reported that the richest 85 individuals owned as much wealth as half the world. But recently updated calculations reveal that the richest 70 individuals now own $1.842 trillion, more than the poorest half of the world.

We're drawing nearer to the fulfillment of Charles Koch's dream: "I want my fair share and that's all of it."


2. Just 40 Americans Own As Much Wealth As Half the United States

About a month ago it was 43, and a month before that it was 47. Now the richest 40 Americans (The Forbes 40) own a little over $1.092 trillion, about the same, according to calculations based on Credit Suisse data, as the poorest half of the country.

The national wealth that was created by all of us over many decades is quickly being redistributed to fewer and fewer incomprehensibly rich people.


One of the causes for this pathological transfer of wealth is revealed in the final image..

3. Stock/Equity Wealth of the Richest 12,000 Households Has Surpassed the Housing Wealth of 108,000,000 Households

Just 35 years ago, the percentage of national wealth in middle-class housing (net of mortgages) was about seven times more than the percentage of national wealth in equities owned by the .01% (12,000 families). Now middle-class housing is only about half the value of those equities.

Saez and Zucman report that the total of corporate equities, bonds, and savings deposits owned by the .01% amounted to 2.2 percent of total U.S. household wealth in the mid-1980s, rising to 9.9 percent in 2012. Meanwhile, housing for the bottom 90% dropped from 15 percent of total household wealth to 5-6 percent. Since the bottom 50%, according to the authors, own almost zero wealth, the housing figures pertain to the 50-90% families, which can be described as "middle class."


Possible solutions are becoming clearer:

(1) A Financial Speculation Tax to slow down the flow of money to the takers

(2) Occupy Wall Street, Phase II

''No doubt about it, David Ferrie was odd.''

JFK assassination conspiracy: David Ferrie was linked to Lee Harvey Oswald, Clay Shaw in New Orleans

In 1993, the PBS program "Frontline" acquired a group photograph showing Ferrie and Oswald at a Civil Air Patrol cookout in 1955. While it does cast doubt on Ferrie's claim that he never knew Oswald, Michael Sullivan, the show's executive producer, said it doesn't prove that the two were together in 1963 or were part of an assassination conspiracy.

Ferrie, who was an avowed anti-Communist, became involved with anti-Castro organizations in New Orleans in the early 1960s. He also started working for Guy Banister, a private investigator who had been an FBI agent and assistant superintendent of the New Orleans Police Department. The two worked with the lawyer of reputed Mob figure Carlos Marcello in an attempt to block Marcello's deportation to Guatemala.

Banister's secretary, Delphine Roberts, said Ferrie and Oswald visited Banister's office frequently in 1963, according to Anthony Summers' book, "Not in Your Lifetime." However, the House Select Committee on Assassinations termed her statements unreliable.

Garrison was convinced that New Orleans businessman Clay Shaw was a leader of the assassination plot. In an application for a warrant to search Shaw's French Quarter home, Ferrie was listed as a guest at meetings there, along with Oswald, to plan the conspiracy. Shaw denied that such meetings occurred.

Rumors about Ferrie swirled after the assassination, most notably the one that he had been hired to fly gunmen out of Dallas after the shooting. Ferrie told the FBI that he did, indeed, go to Texas that day, but he said that he drove to Houston, not Dallas, to inspect an ice rink there and look into the feasibility of opening one in New Orleans. From there, Ferrie told The States-Item, he drove to Galveston and Alexandria.

The FBI picked up Ferrie for questioning, but he was released because there was no evidence of his involvement in the assassination. According to a source quoted in a 1967 article in The Saturday Evening Post, "The FBI squeezed Ferrie dry, found nothing there and discarded him."
