Why that is may have to do with authority. Remember the panic Orson Welles' "War of the Worlds" caused on Halloween during the Depression? Now we've got television to help us see (or not).
If the phenomenon represents something real and tangible -- as the photos, videos, radar-visual cases, physical traces, and eyewitness reports indicate -- the government would face the troubling task of explaining to the public that there may be powers which the government can not defend the nation.
One of the most frightening examples I know of:
The Kinross Air Force Base Incident (jet disappears while chasing UFO)
Date: November 23, 1953
Location: Lake Superior, Michigan, United States
On the evening of 23 November 1953, an Air Force radar controller became alerted to an "unidentified target" over Lake Superior, and an F-89C Scorpion jet was scrambled from Kinross AFB. Radar controllers watched as the F-89 closed in on the UFO, and then sat stunned in amazement as the two blips merged on the screen, and the UFO left. The F-89 and it’s two man crew, pilot Felix Moncla and radar operator Robert Wilson, were never found, even after a thorough search of the area.

This subject is, on the surface, incredible and shocking. I can understand why it would be dismissed out of hand by so many. In a way, it's easier to be an ostrich than a meerkat. Hiding from the facts, however, is a bad defense mechanism.
Well, if Mr. Heflin had thrown a Frisbee into the air, it would need to be about 30-feet across.
Then, he'd have had to have shot a lot of photos to make it appear to be at the same altitude. And then a bunch more photos to make it appear in the same orientation. Otherwise the series of images would look like your poster.

Note the dust on the ground directly underneath the object is standing straight up. Of course, if we listen just to debunkers, that's hard evidence for some type of unknown phenomenon we wouldn't know about.

I don't know what the thing is or represents. I do know it is an amazing universe and I encourage others to learn about it and all its phenomena, even that which is odd or alien or doesn't fit in with my own perspectives.
Like the time Rex Heflin was on the job inspecting highway signs in 1965 with his Polaroid?
Heflin never said he took a picture of an alien craft, just that he saw something he could not explain nearby. In addition to the photos, his radio conked out when the object was nearby, then worked OK again after it departed.

As for what it was, or UFOs represent: Who knows? Rather than ridicule people for seeing something that doesn't fit in with one's belief system, I prefer to encourage them to come forward with their reports, photos and films. That way we might learn something new.

JFK was offered a chance to strike the USSR before they could strike us back, and he not only refused, he ordered the Joint Chiefs and CIA Director Dulles to STFU about it in perpetuity. It was not until around the time Robert McNamara was working on his important memoir published in the mid-90s that the one surviving copy of the meeting minutes was found.
Oh. The optimum time to strike the Soviets was "late 1963." I kid you not.

During the early 1960s the intercontinental ballistic missile (ICBM) introduced the world to the possibility of instant total war. Thirty years later, no nation has yet fired any nuclear missile at a real target. Orthodox history holds that a succession of defensive nuclear doctrines and strategies -- from "massive retaliation" to "mutual assured destruction" -- worked, almost seamlessly, to deter Soviet aggression against the United States and to prevent the use of nuclear weapons.
The possibility of U.S. aggression in nuclear conflict is seldom considered. And why should it be? Virtually nothing in the public record suggests that high U.S. authorities ever contemplated a first strike against the Soviet Union, except in response to a Soviet invasion of Western Europe, or that they doubted the deterrent power of Soviet nuclear forces. The main documented exception was the Air Force Chief of Staff in the early 1960s, Curtis LeMay, a seemingly idiosyncratic case.
But beginning in 1957 the U.S. military did prepare plans for a preemptive nuclear strike against the U.S.S.R., based on our growing lead in land-based missiles. And top military and intelligence leaders presented an assessment of those plans to President John F. Kennedy in July of 1961. At that time, some high Air Force and CIA leaders apparently believed that a window of outright ballistic missile superiority, perhaps sufficient for a successful first strike, would be open in late 1963.
The document reproduced opposite is published here for the first time. It describes a meeting of the National Security Council on July 20, 1961. At that meeting, the document shows, the chairman of the Joint Chiefs of Staff, the director of the CIA, and others presented plans for a surprise attack. They answered some questions from Kennedy about timing and effects, and promised further information. The meeting recessed under a presidential injunction of secrecy that has not been broken until now.

We’re quite familiar with the lore of various secret United States nuclear facilities; their storied history and operations being shrouded in secrecy has fascinated us for decades. What we seldom hear about are the secret nuclear laboratories and test facilities of our greatest Cold War opponent – the former U.S.S.R. One particular installation – Chelyabinsk-40 – was the first Soviet plutonium production complex and the site of three separate massive nuclear incidents. Until recently this area was not on maps and the Russian government denied its existence. No visitors were allowed under any circumstances, and all residents worked in the facility (later referred to as Chelyabinsk-65). With the fall of the Soviet Union in the early 90?s, Chelyabinsk-40 was finally publicly acknowledged by the Russian government and granted town status. In 1994, Chelyabinsk-65 was finally given a name: Ozyorsk.
70,000 prisoners from 12 labor camps began construction of the underground city in 1945. The first nuclear reactor, named “Anotchka,” was constructed in 18 months. Additional nearby facilities would be constructed around the area later known as Ozyorsk (or Ozersk), which would house nearly 100,000 people and encompass some 90 square kilometers. This region chosen by the Soviet government was called “the Mayak complex” and was to serve as secret headquarters for nuclear research and development.
Aside from the nuclear scientists, most of the workers in the underground nuclear facility were prisoners who agreed to work and process plutonium in exchange for a lesser sentence. Russian convicts were given the option to work 25 years hard labor in Siberia or 5 years underground in Chelyabinsk-40. It really was a death sentence, however; no workers would live beyond five years with that level of radioactive exposure. Of course at the time, the convicts did not know what they’d be doing at this facility nor were they aware of the ramifications of increased exposure to radioactive material. Ultimately, the entire Mayak complex would be closed to all non-residents for nearly 45 years.
Disasters
During the first six years of operation, the entire Mayak complex dumped all radioactive waste into the Techa River, which happened to be the only source of water for the 24 villages along its banks. By 1951, it became obvious the nuclear run-off was damaging the river and surrounding population, and nuclear waste from Chelyabinsk-40 was found in the Artic Ocean. This prompted a decision to start dumping radioactive waste elsewhere. Lake Karachay (more of a bog than a lake) was chosen, in part because the lake had no outlet. To limit future issues with residents and the radioactivity of the Techa River, authorities strung barbed-wire fences up and down the river banks restricting any human habitation – but they did not disclose the reasons why to the local population.
In 1957 a radioactive waste containment sector failed and exploded. Radiation was immediately spread throughout the region, affecting over 250,000 people. This was long before the Chernobyl incident and it occurred in a secret underground facility; less than half of one percent of the population was evacuated, and public awareness of the incident – or even consequences of nuclear exposure at all – was virtually nil. Experts have said the explosion itself was a force of 70-100 tons of TNT, although the radioactivity released into the atmosphere was “only” one-fourth that of the later Chernobyl disaster.

Your ancestors and their colleagues helped keep our planes, tanks and ships fueled during the Second Great War. It wasn't easy squeezing petrol out of coal, but we did it. Teamwork. And just like today with so-called "Alternative Energy," Big Oil owns the patents.

Your Department of Justice serves as the Political Action Arm of Karl Rove. Its function: protect and reward friends, punish and destroy enemies. Along with political enemies, you jail drug users. You even out your own spies as a warning to other truth-tellers. We would just shoot them in our time, but in yours they must serve a higher purpose. That’s some Department of Just-Us. Such humor, ja?
Your excellent Domestic Policies have not merely left no child behind, you have left an entire nation of rabble behind. Your fiscal policies have served the interests of the monied class to the exclusion of the masses, including your bourgoise middle classes. Your Trickle-Down, Flood-Up policies have served to nearly- bankrupt the United States Treasury and enrich your family and supporters’ accounts in the Caymans and Switzerland. Reverse-Robin Hood came in the disguise Tax Cuts that serve to lower the common person’s standard of living in the short- and long-terms. Perhaps, best of all for the future, you have de-funded public education and funded Pentagon propaganda. Good thing you can keep printing those I.O.U.s to the dictators running China and Saudi Arabia.
In the field of Foreign Affairs you also show your true colors. “With us or against us” pretty much tells the world: “Fear Us. Support Us. Do what we Order. Or Die.” In the case of Iraq — a nation innocent of any role in the attacks of September 11 and posing no threat of any kind, let alone WMDs, to your country — you manufactured evidence of a threat and manipulated public opinion to support an illegal and immoral invasion and occupation. In the process, hundreds of thousands of Iraqi men, women and children have died. The cost: the lives of more than 4,000 of your nation’s finest men and women and health of untold thousands more. As a highlight, you more than quadrupled the price of oil, creating unimaginable wealth for your family and friends.
You must have learned the value of war from your Poppy. When he was in the Oval Office, his Operation JUST CAUSE in Panama killed 2,000 people who had nothing to do with Manuel Noriega’s CIA-affiliated drug pushing. Still, the guy was a witness and had to go.
In Baghdad, Poppy's acting ambassador to Iraq gave a green light to Saddam Hussein, who then ordered his army to invade Kuwait. Then Poppy's minions doctored satellite photographs in order to sell the lie to Saudi Arabia that they were next. In the process, oil prices and his Q-numbers went up like a V-2. Inspired! It also gave Poppy all the excuse he needed to declare an end to the "VietNam Syndrome" and gun-boat-shy international policies his fellows' actions had created.
Those were the days. And, thanks to you and yours, these are, as well. Wish I had time to write more. The smell of sulfur means its time to get back to The Pit. Before I go, though, I must say:
No one has done more to harm America than you. Not Stalin. Not Mao. Not even all the dim-witted Kings of England. Not even me. You. You, George Walker Bush. You! You are The Beast. You have done more to damage the Constitution and the safety, welfare and happiness of “We the People" than anyone in history.

The Bush family names leaves a stain of treachery that goes back to busting the old Weimar Republic and building NAZI Germany through the assassination of President John F. Kennedy on through Vietnam, Watergate, October Surprise, Iran-Contra, arming Iraq and Saddam, BCCI, Inslaw-PROMIS, Selection 2000, ENRON Energy Policy, 9-11, Illegal Iraq Invasion, Plame NOC-outing, e-Selection 2004 and all the rest of their various treasons of the present day.
Of course, I submit the Bushes don’t act alone. They are the dirty tip of the rotten spear for a Secret Government who oppose democracy, rule of law and the United States Constitution. Don’t take my word for it. Let’s look at the record.

White House spokesman Ari Fleischer said two top Bush aides briefed Sen. Trent Lott, R-Miss., and Sen. Tom Daschle, D-S.D. on Tuesday, and House Speaker Dennis Hastert, R-Ill., "had been previously informed."
But House Minority Leader Dick Gephardt, D-Mo., was not part of Tuesday's session. His spokesman Erik Smith said Gephardt did not know about the meeting until it ended. He said he did not know why Gephardt was not invited.
"We're disappointed, we don't understand why they would choose not to invite Mr. Gephardt," Smith said.
Fleischer told reporters that Gephardt's absence was "a scheduling matter," but when pressed on whether Gephardt was invited, Fleischer replied, "I don't make all the invitations here at the White House.”

The secret government also encouraged the fund-raising efforts of retired Gen. John Singlaub. Relieved of his command for insubordination in 1977, he now runs the World Anti-Communist League.

Tom Hayes, the trader at the centre of the Libor-rigging scandal, has warned that the conspiracy to manipulate key global borrowing rates could implicate senior bank executives.
In a text message to the Wall Street Journal, Tom Hayes, the former senior trader charged by the US Department of Justice in connection with interest rate-rigging said: “This goes much, much higher than me.”
Mr Hayes, a former UBS trader, was arrested by British police in December in connection with a UK criminal investigation into Libor manipulation, but has not been charged.
Jennifer Arcuri, described by the Wall Street Journal as a close friend of Mr Hayes, defended him saying he believed he was “innocent” and intended to implicate his seniors in the scandal. “He had no idea this was going to come back at him,” she told the newspaper.
She added that Libor-rigging “was a common industry practice”, saying: “It was like spanking children in the ‘70s – it wasn’t bad.”

This seems to have dropped off the Corporate McPravda radar for some warmongering, tax dodging, middle class penuring reasons.
