WASHINGTON (AP) — An Army officer at the National Security Council who twice raised concerns over the Trump administration’s push to have Ukraine investigate Democrats and Joe Biden, testified behind closed doors against White House orders Tuesday in the impeachment inquiry.

Alexander Vindman, a lieutenant colonel who served in Iraq and later as a diplomat, told House investigators that he listened to President Donald Trump’s July 25 call with new Ukraine President Volodymyr Zelenskiy and reported his concerns to the NSC’s lead counsel, according to an advance copy of his testimony.


His arrival in military blue, with medals, created a striking image as he entered the Capitol and made his way to the secure briefing room.

“I was concerned by the call,” Vindman was saying, according to the testimony obtained Monday night by The Associated Press. “I did not think it was proper to demand that a foreign government investigate a U.S. citizen, and I was worried about the implications for the U.S. government’s support of Ukraine.”

Trump Supporters Want John Roberts to Recuse Himself From Impeachment Trial

Follow me, if you will, on a brief hypothetical journey. Let’s say the House of Representatives draws up and passes articles of impeachment against President Donald Trump. Per the Constitution, Chief Justice John Roberts would preside over Trump’s trial in the Senate. Now, imagine Roberts—a George W. Bush appointee—recusing himself from the trial because he once publicly emphasized judges’ responsibility to act in a non-partisan manner.

That’s how influential Trump supporter and radio host John Cardillo would have it, the conservative Washington Times reported Sunday. Cardillo claims that a statement made by Roberts in November 2018—in response to Trump’s criticism of a federal judge—means that he is biased against the president.

“We do not have Obama judges or Trump judges, Bush judges or Clinton judges,” Roberts wrote last year in a statement released by the court’s public information office. “What we have is an extraordinary group of dedicated judges doing their level best to do equal right to those appearing before them.”


For Cardillo, these comments are apparently disqualifying. “There is already a crisis of confidence among the American people that we have a fair system of justice,” he said, according to the Times. “When you have a chief justice of the Supreme Court overtly making comments that are derogatory to the president of the United States, take all speculation out of the process.”

A federal judge today has blocked Alabama’s near-total abortion ban from going into effect Nov. 15.

District Judge Myron Thompson issued a ruling blocking the Human Life Protection Act from taking effect while a challenge to the law makes its way through court.

The American Civil Liberties Union of Alabama and Planned Parenthood Southeast Advocates sued the state declaring the law, which bans nearly all abortions included in the cases of rape and incest, is unconstitutional.

NEW: Alex Vindman, the first White House aide who listened to Trump’s July call to testify, will tell impeachment investigators he considered Trump’s treatment of Ukraine so damaging to US interests that he twice raised it with superiors

Vindman will also testify that he wrote a memo in August to try to restart security aid for Ukraine but Trump refused to sign it

"On many occasions I have been told I should express my views and share my concerns with my chain of command and proper authorities," Vindman said. "I believe that any good military officer should and would do the same, thus providing his or her best advice to leadership."

“I am a patriot,” Colonel Vindman plans to tell the investigators, “and it is my sacred duty and honor to advance and defend our country irrespective of party or politics.”
