The show will air Sunday night at 7pm Eastern time on Blogtalk Radio at the below link and Monday afternoon at 2pm Pacific time on KCAA 1050am in Inland Empire and the LA Basin in California

VLADIMIR LUKIN, MET WITH REPRESENTATIVES OF THE RUSSIAN LGBT NETWORK
FEEDBACK
November 28, 2013 Commissioner for Human Rights in the Russian Federation, Vladimir Lukin, met with representatives of the Russian LGBT Network. In the office of the Commissioner discussed possible measures to ensure the protection of human life and the protection of the dignity of the person, freedom of expression without discrimination on grounds of sexual orientation and gender identity, as well as the execution of Russia's international obligations in this area. The meeting took place at the initiative of the Network.

Attention was drawn to the Commissioner to adopt Russian commitments on the basis of the 24th session of the UN Human Rights Council to take concrete measures to ensure the effective investigation of the acts of violence against LGBT people into account item "e" Part 1, Art. 63 of the Criminal Code as crimes motivated by hatred or hostility towards a social group. This recommendation is particularly important due to the growth in recent years the number of crimes motivated by homophobic and transphobic hate that become more dangerous, get organized and demonstrative character. The report of the Chairman of the Russian LGBT Network Igor Kochetkov reported that the police, the investigating authorities, prosecutors and courts far underestimate public danger of such crimes and to take adequate measures for their prevention, investigation and punishment of those responsible.

Also announced was the re-position of the Russian LGBT Network in relation to the law banning so-called "propaganda of non-traditional sexual relations among minors" as discriminatory and contribute to human rights violations and violence. Were concrete examples of the authorities and extremist groups, confirming this position.

During the discussion, discussed possible joint action of the Commissioner and the Russian LGBT Network to address the problems raised.

The Commissioner expressed his willingness to continue to keep his attention in the organization and to assist in ensuring equal rights and human dignity, regardless of sexual orientation and gender identity.

It should be standard procedure in situations like this for the FBI to take jurisdiction

I don't know all the ins and outs of it but the FBI has the right to assert jurisdiction on hate crimes and on color of law abuses. Those categories should be extended to cover sexual assaults where the local jurisdiction may seem to have a conflict of interest.

Edited to add... ...conflict of interest or otherwise less than normal prosecutorial zeal to prosecute what seem to be prosecutable sexual offenses.
