Despite Track Record, US Hires Contractor to Provide Troops to UN Haiti Mission

In a press release last Tuesday, DynCorp International announced that the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) had awarded the company with a $48.6 million contract. The purpose of the contract is to “recruit and support up to 100 UNPOL and 10 U.N. Corrections Advisors. DI will also provide logistics support to the Haitian National Police (HNP) Academy and each academy class. In addition, DI will supply five high-level French and Haitian Creole speaking subject matter experts to advise senior HNP officials.”

In Bosnia in the late ‘90s, DynCorp was contracted by the State Department to provide “peacekeepers” for the U.N. police there, just as in Haiti now. One employee, Kathryn Bolkovac, was eventually fired after blowing the whistle to her superiors at DynCorp on the participation of her colleagues in sex trafficking, among other abuses. The case was the basis for the 2011 Hollywood movie, The Whistleblower.

Unfortunately, these types of abuses have been all too common in Haiti since the arrival of U.N. troops in 2004. And similar to the situation in Bosnia, there have been only sporadic and piecemeal efforts to hold those responsible, accountable.

Additionally, DynCorp has a history of waste, fraud and abuse, including under U.S. government contracts to provide police training in Afghanistan and Iraq, similar to their program in Haiti. In 2010, the Special Inspector General for Iraq Reconstruction issued a report which found that the State Department and DynCorp could not account for $1 billion dollars spent training the Iraq police. At the time, Senator Claire McCaskill (D-MO) said “[INL has]been managing this contract in Iraq since 2004 and, according to this report, they have no idea where any of the money went… What's even worse is that these are the same people responsible for police training in Afghanistan, so I don't have any confidence that they're doing a better job there.”

The Boeing Co., Integrated Defense Systems, Seattle, Wash., is being awarded an $11,418,173 firm-fixed-price, fixed-price-incentive-firm, cost-plus-fixed-fee contract (F19628-01-D-0016 Delivery Order 67 Modification 4) re-baseline of French mid-life upgrade delivery order 67 schedule due to impacts of the partial stop work order issued June 19, 2012. Total cumulative face value of the contract is $354,124,956. Work will be performed at Seattle, Wash., and is expected to be completed by Dec. 31, 2015. Contract involves foreign military sales. L-3 Vertex Aerospace LLC., Madison, Miss., is being awarded a not-to-exceed $45,202,205 firm-fixed-price contract modification (P00012) to extend FA8I06-IO-C-0012 for 12 months for contractor logistic support for the Iraqi Air Force C208 and C172 aircraft and for maintenance students training on both aircraft without a break in service. Stemnion Inc.*, Pittsburgh, Pa., is being awarded a $10,291,065 cost-reimbursement contract to provide research and development services in support the Naval Medical Research Center’s cellular combat wound initiative. This contract contains options, which if exercised, will bring the total value of the contract to $30,276,534. Work will be performed in Pittsburgh, Pa., and is expected to be completed in April 2014. If all options are exercised, work will continue through April 2016. Fiscal 2012 Navy Research and Development contract funds in the amount of $9,469,000 will be obligated at the time of award, and will expire at the end of the current fiscal year. (N62470-13-D-4018), are each being awarded an indefinite-delivery/indefinite-quantity multiple award contract for ordering new, and overhauling existing, weight handling equipment of varying types and lifting capacities located primarily within Navy, Marine Corps, and other federal activities worldwide. TSO Armor and Training, Chesapeake, Va., is being awarded a $7,008,285 firm-fixed-price contract to provide instructor services for the Naval School Explosive Ordnance Disposal to train service members from the Army, Navy, and Air Force in explosive ordnance disposal (EOD) tactics in accordance with the school’s standards to be fully trained EOD technicians. This contract provides advanced systems engineering, research, and analysis of sensors, networks, and ground stations spanning multiple disciplines to enable the future fielding of operational capabilities. The scope of this effort shall include requirements development and management for sensors, develop system specifications and interface standards, develop data standards and concepts of operation. The effort will also perform the necessary research and analysis to perform sensor capability comparisons, capability based planning, development of project scoring methodologies and prioritization of sensor initiatives that align to collection requirements. KABUL, Afghanistan — The spokesman for President Hamid Karzai said Thursday that the C.I.A. was responsible for calling in an airstrike on April 7 that left 17 Afghan civilians dead, 12 of them children, and that the secret Afghan militias that the agency controls behaved as if they were “responsible to no one.”

"It was a C.I.A. operation using a security structure that was in full service of the C.I.A. and run by the C.I.A.,” said the spokesman, Aimal Faizi, who said his remarks reflected the views of the Afghan president. Mr. Faizi also criticized the agency and American Special Operations troops for running numerous similar militias elsewhere in Afghanistan, with similar problems.

The criticism from Mr. Faizi and other Afghan officials pulled aside a curtain on a clandestine operation that went badly awry in the rugged mountains of eastern Kunar Province, killing an American C.I.A. employee and seriously wounding three other Americans working for the agency. The American who died had been in charge of a group of undercover paramilitaries known as the 0-4 Unit, a so-called Counterterrorist Pursuit Team, according to Afghan investigators.

Afghan reaction to the episode challenges the core assumptions in negotiations with the Afghan government about the nature of the United States’ presence in Afghanistan after 2014. The military wants a mission with two main goals: training Afghan forces and conducting counterterrorism raids against groups like Al Qaeda. Special Operations forces and irregular forces like the militias run by the C.I.A. are a crucial part of the effort, American officials say.

KABUL, Afghanistan — One of the closest-kept secrets in Afghanistan these days is data about how active the insurgents have become in their spring offensive this year.

No one doubts that the Taliban have stepped up their attacks, but what is less clear is whether they are trying — or able — to mount an all-out attempt to test the Afghan security forces as they begin to take over completely from withdrawing foreign forces. By early summer, Afghan forces plan to be in charge throughout the country, with American and other allies in a supporting role.

The American military, which last year publicized data on enemy attacks with meticulous bar graphs, now has nothing to say. “We’re just not giving out statistics anymore,” said a spokesman, Col. Thomas W. Collins, suggesting that the Afghan Ministry of Defense might do so.

At the ministry, Gen. Mohammad Zahir Azimi, asked if he could divulge the number of enemy attacks that had occurred this spring, had only one word to say: “No.”

A former airman he said he awoke to find a training instructor having sex with him after a night of drinking on their base in Kyrgyzstan — and later learned he was positive for the virus that causes AIDS.

A doctor testified Friday that Tech. Sgt. Bobby Bass, who faces life in prison on charges of sexually assaulting the airman and abusing 16 other recruits in basic training, is not HIV-positive.

But the airman, identified as Victim 1, said his life unraveled after the incident and led to his dismissal from the Air Force on drug charges.

“He says he felt like, in a split second he had two choices: One, he could go absolutely crazy or two, he could just be quiet, and he chose to be quiet,” said Col. Polly Kenny, staff judge advocate for the 2nd Air Force in Biloxi, Miss., where Bass is on trial.

Rahm Emanuel, while serving as President Obama’s first chief of staff, once advised not to let a “crisis go to waste” because that’s when politicians will do things they otherwise wouldn’t.

Defense officials seem to have taken that advice to heart amid the current debt crisis with their plan to boost co-payments on military family members and retirees who use Tricare retail and mail order pharmacies.

For starters, the current $17 co-pay collected at retail outlets for 30-day prescriptions of brand name drugs found on the military formulary would double to $26 on Oct. 1, start of the new fiscal year. The retail co-pay then would be increased by $2 every October through 2017 and possibly for five years longer because budget document refers to a 10-year phase-in plan.

Also on Oct. 1, if Congress allows, brand name drugs not on the military-approved formulary would become unavailable using Tricare at neighborhood drug outlets except on a very limited basis.
