Martindale, whose Karma Inc Apparel store's clothing line centers around being "guilty" of positive action and contributes 10 percent of all sales to charity, found himself on the other end of the giving equation during the fundraiser, which sought to help keep Martindale afloat financially while he recovers from post-kidney transplant surgery complications.
That complication, coupled with slower than expected sales at Martindale's business, meant not only might he have to close the store, but he would have no means of supporting himself while recovering.

I would assume so in most urban areas...
...especially as the VP describes it. Not so much the warning shot aspect of it but the discharging a weapon in the city part.
But in a rural area, I doubt if any ordinance is being broken.
