If so, then Rump had nothing to do with it. One more time, if the deceased were an honorably discharged or released veteran, then inclusion of the honors are entirely up to his survivors, 10 U.S. Code 1491. Dingell served in the Army during WWII, released as a 2Lt. Damn right a member of the Greatest Generation deserved that honor.

A dishonorable discharge requires conviction by general court martial.
An other than honorable can be done administratively or summary court martial.
A bad conduct is either by a special or general court martial.
If these dirt bags were given the boot, it was probably by admin OTH. Hope they left as slick sleeves. Don't worry, in the case of OTH and BCD "find another way to make a living kiss off", VA gets to decide what bennies they'll get. A dishonorable: Nada.
