Embattled Kansas City police chief says he'll retire in 2022

KANSAS CITY, Mo. (AP) — The embattled Kansas City police chief announced Tuesday that he is retiring just four days after a white officer on the force was convicted of manslaughter in the shooting of a Black man.

Chief Rick Smith, who has faced repeated calls to resign, will retire in 2022, Capt. Leslie Foreman, a spokeswoman for the department said in a statement. She said Smith made a commitment to stay in the position no more than five years when he was hired in August 2017.

The Kansas City Star reports that the announcement followed a City Hall meeting earlier in the day with Smith, Mayor Quinton Lucas, and the Board of Police Commissioners’ president, Mark Tolbert. The mayor’s office provided no details about the meeting.

“Mayor Lucas will not discuss personnel matters in the press,” spokeswoman Morgan Said wrote in a text to The Associated Press. “He appreciates all the dedicated women and men of the Kansas City Police Department.”

Housing market trends fuel single-family home rental growth

LOS ANGELES (AP) — Homebuilders and other real estate companies are increasingly betting that would-be homebuyers frustrated with a shortage of homes for sale and runaway prices will settle for renting their slice of the American Dream.

While individual homeowners and mom-and-pop investors still account for the vast majority of single-family rental homes, homebuilders have stepped up construction this year of new houses being built for rent.

In the third quarter, builders broke ground on 16,000 single-family homes slated to become rentals. That's the highest quarterly total of housing starts for built-to-rent homes going back to at least 1990, according to an analysis of U.S. Census data by the National Association of Home Builders.

The trade association's analysis includes only homes that builders are going to hang onto and rent out. That excludes homes being built to be sold to real estate investment trusts or investors planning on renting the properties.

St. Louis aldermen move to repeal city marijuana ordinance

ST. LOUIS (AP) — The St. Louis Board of Aldermen on Tuesday voted to repeal city ordinances that make it illegal to possess small amounts of marijuana.

The St. Louis Post-Dispatch reports that in addition to repealing city ordinances, the bill bars police from enforcing state and federal laws against the possession of small amounts or of marijuana paraphernalia, with certain exceptions. Mayor Tishaura Jones in a statement said she will sign it as soon as it reaches her desk.

“Let me be clear: Incarcerating people for marijuana-related, low-level offenses does not make our neighborhoods safer,” Jones said. “Needless contact with the prison system harms families and communities across our city.”

ones said the bill removes an unjust and discriminatory policy. She said nearly 600 people have been arrested in St. Louis on marijuana charges in the past three years, and nearly 500 of them were Black.

ST. LOUIS (AP) — The NFL and Rams owner Stan Kroenke will pay $790 million to settle a lawsuit filed by St. Louis interests over the team’s relocation to Los Angeles, a joint statement from St. Louis city and county said Wednesday.

No details of the settlement were released, and it wasn’t immediately clear how much would be paid by Kroenke and how much would be covered by owners of the league’s 31 other teams.

“This historic agreement closes a long chapter for our region, securing hundreds of millions of dollars for our communities while avoiding the uncertainty of the trial and appellate process,” read a statement from St. Louis Mayor Tishaura Jones and St. Louis County Executive Sam Page.

DHS insists Biden's vaccine requirement for TSA staff will not hold up holiday travel

WASHINGTON (SBG) — Almost 100% of employees with the Transportation Security Administration are in compliance with President Joe Biden's vaccine and exemption requirements, reducing the possibility of travel disruptions this Thanksgiving, according to the Department of Homeland Security.

Department of Homeland Security spokeswoman Marsha Espinosa told her Twitter followers Monday that approximately 93% of staff "are in compliance with the vaccine and exception requirement." The vaccination rate among TSA employees on Oct.20 was 60%.

"There aren't going to be any disruptions to holiday travel from the vaccination requirement," Espinosa added. She did not clarify how many employees received an exception, and the DHS has not yet responded to Sinclair Broadcast Group's request for that information.

Espinosa's tweet came on the same day the White House announced that more than 90% of all federal workers have received at least one vaccine ahead of the Nov. 22 deadline to comply with Biden's mandate.
