Winter storm set to impact mid-Missouri New Year's Day. Here's the latest.

NEW BLOOMFIELD — Winter weather will be arriving in mid-Missouri to kick off the year 2022. Out ahead of this storm, winter weather advisories have been issued for all of us in mid-Missouri starting at 3:00 AM Saturday. For some counties the advisory begins at 6:00 AM Saturday.

Ground temperatures are warm thanks to the December temperatures we have had up to this point. The good news is sleet and freezing rain will have a hard time sticking to the ground, powerlines and roadways upon its arrival. That will change as sleet and freezing rain fall in a heavier fashion past 5:00 AM Saturday. Roads will become slick quickly, especially county letter routes and less-traveled roadways.

The cutoff to where precipitation will fall as just rain, or as sleet and freezing rain, is going to be sharp. You'll notice that sharp line in the pictures of futurecast included in this article. The farther southeast you live, the better travel conditions you will experience throughout the morning. The story will be different in our northwestern counties. The "futurecast look 3" picture includes two drawn white lines. It is in between these two white lines where the highest amount of uncertainty remains. That transition line in our forecast looks to line up closer to the Jefferson City area, not as far southeast as our futurecast model shows.

Accumulations are going to vary a bit across mid-Missouri. Lighter amounts of freezing rain, sleet, and snow are expected the closer you are to Interstate 44. More significant and impacting accumulations will be found along and northwest of Highway 54. If you read our article yesterday, you may have seen higher ice totals forecast. This system looks to bring more sleet than freezing rain to mid-Missouri, but sleet on its own can make roads very icy. Snow totals will be limited thanks to seeing more freezing rain and sleet. Much heavier snowfall is expected north of our area.

Kentucky man jailed in death of Illinois deputy, carjacking

CARLYLE, Ill. — Police have arrested a Kentucky man in connection with the fatal shooting of an eastern Illinois deputy early Wednesday and a carjacking in neighboring Missouri a couple of hours later.

An Illinois State Police SWAT team arrested 40-year-old Ray Tate of Hopkinsville, Kentucky, on Wednesday afternoon at a home in Carlyle, Illinois, where Tate allegedly committed a home invasion and took the homeowner hostage in addition to the carjacking victim.

Tate was charged with murder by the Wayne County State's Attorney and lodged in the Clinton County Jail. Neither the carjacking victim nor the home invasion victim was injured, police said.

US Navy Seizes $4 Million Worth of Heroin in Arabian Sea

DUBAI, United Arab Emirates -- United States navy vessels seized 385 kilograms (849 pounds) of heroin in the Arabian Sea worth some $4 million, in a major bust by the international maritime operation in the region, officials said Thursday.

The USS Tempest and USS Typhoon seized the drugs hidden aboard a stateless fishing vessel plying Mideast waters, the international task force said in a statement. The seizure took place on Monday.

The Navy said the fishing vessel likely came from Iran. All nine crew members identified themselves as Iranian nationals, according to Cmdr. Timothy Hawkins, a spokesperson for the U.S. Navy's Mideast-based 5th Fleet.

He did not elaborate on who manufactured the drugs or their ultimate destination.

Committees release new congressional district map

NEW BLOOMFIELD — Special committees from the Missouri House and Senate Thursday released a proposed map of congressional districts based on data from the 2020 census.

Missouri has eight congressional districts after losing one in 2013 as a result of changing population trends. The Republican-controlled legislature has control over drawing the lines for congressional districts; special bipartisan citizens' commissions draw state legislative boundaries.

According to the House Communications office, "the proposed congressional map balances several required criteria including compliance with the Missouri and U.S. Constitutions as well as the Voting Rights Act." The required criteria include compactness, contiguousness, and equal populations.

“This is a fair and constitutional map with common-sense boundaries that everyday Missourians can recognize,” said Senator Mike Bernskoetter, R-Jefferson City, chair of the Senate Select Committee on Redistricting.

Possible Relics of Lost WWII US Bomber, Crew Found in Italy

MILAN (AP) — An archaeological dig in Sicily has uncovered traces of a lost World War II American heavy bomber shot down in 1943, and possible human remains that could lead to identification of five airmen whose bodies were never recovered.

The six-week dig that ended this week was carried out by a team from the Pentagon’s Defense POW/MIA Accounting Agency, which locates and identifies missing U.S. military personnel around the world.

The site near Sciacca was identified in 2017 by investigators using historical records and metal detectors.

This year's dig uncovered wreckage “consistent only to a B-25 aircraft,’’ said archaeologist Clive Vella, the scientific director of the expedition, contributing to hopes that any confirmed remains would be linked to the missing crew.

Times Square show will go on despite virus surge, mayor says

NEW YORK (AP) — New York City will ring in 2022 in Times Square as planned despite record numbers of COVID-19 infections in the city and around the nation, Mayor Bill de Blasio said Thursday.

“We want to show that we’re moving forward, and we want to show the world that New York City is fighting our way through this,” de Blasio, whose last day in office is Friday, said on NBC's “Today” show.

After banning revelers from Times Square a year ago due to the pandemic, city officials previously announced plans for a scaled-back New Year's bash with smaller crowds and vaccinations required.

While cities such as Atlanta have canceled New Year's Eve celebrations, de Blasio said New York City's high COVID-19 vaccination rate makes it feasible to welcome masked, socially distanced crowds to watch the ball drop in Times Square

Halter Marine Awarded Contract for Second USCG Polar Security Cutter

Pascagoula, Miss. shipbuilder Halter Marine has been awarded a contract to build a second U.S. Coast Guard Polar Security Cutter, the Pentagon announced Wednesday.

The $552.7 million detail design and construction contract follows a $745.9 million contract awarded in 2019 to build the first PSC. There is also an option for a third PSC.

The Polar Security Cutter program is planned to replace the Coast Guard's existing fleet of icebreakers. USCG Announces New Fire Safety Rules for Passenger Vessels

The U.S. Coast Guard announced in the Federal Register that it is issuing an interim rule as the first step to implementing the statutorily mandated requirements for fire safety on certain covered small passenger vessels. This statutory mandate is in response to the fire and loss of life on the dive boat Conception off the coast of California on September 2, 2019. This interim rule adds additional fire safety requirements for small passenger vessels, including fire detection and suppression systems, avenues of escape, egress drills, crew firefighting training, watchmen monitoring devices, and the handling of flammable items such as rechargeable batteries.

Section 8441 of the Elijah E. Cummings Coast Guard Authorization Act of 2020 (2020 CGAA) amended Title 46 of the United States Code (U.S.C.), section 3306, which now directs the Secretary of the Department of Homeland Security (DHS) to prescribe fire safety regulations for certain “covered small passenger vessels,” defined as small passenger vessels (SPVs) with overnight accommodations for passengers or operating on Oceans or Coastwise routes, excluding fishing vessels and ferries. (See Pub. L. 116-283, January 1, 2021.) The 2020 CGAA added a new paragraph (n) to section 3306 which requires the Secretary to issue interim requirements to cover the following eight provisions:

North Korea Calls for Troops' Greater Loyalty to Kim

SEOUL, South Korea -- North Korea on Thursday urged its 1.2 million troops to unite behind leader Kim Jong Un and defend him with their lives, as the country celebrated the 10th anniversary of Kim's ascension to supreme commander of the military.

The anniversary comes as North Korea is holding a key multi-day political conference in which officials are expected to discuss how to address difficulties brought by the pandemic and long-dormant diplomacy with the United States.

In a lengthy editorial, the official Rodong Sinmun newspaper said that North Korea's military commanders and soldiers must become an "impregnable fortress and bulletproof walls in devotedly defending (Kim) with their lives."

It also called for building a more modernized, advanced military that serves as a "reliable guardian of our state and people." The editorial said all of North Korea's troops and people must uphold Kim's leadership to establish a powerful socialist country.
