Ferguson to Increase Police Ticketing to Close City’s Budget Gap

To close a projected deficit for fiscal 2014, which ended June 30, the municipality will deplete a $10 million capital-projects reserve, Jeffrey Blume, Ferguson’s finance director, said in a telephone interview. For the current year, the city is budgeting for higher receipts from police-issued tickets.

“There are a number of things going on in 2014 and one is a revenue shortfall that we anticipate making up in 2015,” Blume said.
“There’s about a million-dollar increase in public-safety fines to make up the difference.”

Revenue from violations, which already represents the city’s second-largest source of cash after sales taxes, will rise to 15.7 percent of receipts in fiscal 2015, from a projected 11.8 percent this year, he said. In 2013, fines brought in $2.2 million, or 11.8 percent of the city’s $18.62 million in annual revenue, according to budget documents.

Even with the increased ticketing, a $4.09 million revenue shortfall will remain for fiscal 2015. The city will bridge that gap by drawing on its $10.3 million unassigned reserve, the last of its reserve funds, Blume said. in the tumult surrounding Citigroup's annexation of Congress with the passage of the theatrically dramatic $303 trillion derivative quid-pro-$1.1 trillion spending quo, what most missed is that Congress also unanimously passed the The Ukraine Freedom Support Act of 2014, which not only expands Russian sanctions but far more importantly, provides "lethal assistance to Ukraine’s military." And as we explained, passage of this law is just the pretext some Russian legislators needed to push for a full-blown, preemptive military incursion in east-Ukraine.

On the other hand, critics argue that it implies a deregulation of key markets that limits the acting capacity of national governments in favour of big business. The lack of transparency surrounding the negotiations has been a subject of discontent on both sides of the Atlantic.

The TISA negotiations aim to further deregulate the world trade in services outside the framework of the World Trade Organization, as important players and their powerful lobbies attempt to overcome pressure of reform after the financial crisis of 2007. If successful, the ample scope in volume of trades will force other countries inside WTO to accept or lose their ability to compete.

Ferguson protesters win lawsuit against police!!!!!!!!!!!!!!!



FERGUSON, Mo. - Protesters in Ferguson have won a lawsuit filed against police in federal court, according to reports on Thursday.

a federal judge listened to testimony from three protesters who complained of excessive police tactics while dispersing crowds in Ferguson.

In a temporary restraining order, a U.S. District judge ordered police to warn crowds before firing tear gas and to allow “reasonable” time for people to disperse first.
