Ted Cruz, House Republicans Meet in Secret at Tortilla Coast

Sen. Ted Cruz met with roughly 15 to 20 House Republicans for around two hours late Monday night at the Capitol Hill watering hole Tortilla Coast.

The group appeared to be talking strategy about how they should respond to a tentative Senate deal to reopen the government and raise the debt ceiling without addressing Obamacare in a substantive way, according to sources who witnessed the gathering. The Texas Republican senator and many of the House Republicans in attendance had insisted on including amendments aimed at dismantling Obamacare in the continuing resolution that was intended to avert the current shutdown.

Louise Slaughter: Republican Rules Change 'An Atrocity' That Allows Shutdown To Continue

WASHINGTON -- Rep. Chris Van Hollen (D-Md.) has been fuming in recent days about Republicans quietly changing the House rules to prevent a clean funding bill from getting a vote, guaranteeing the government would remain shut down.

But two weeks ago, in the middle of a largely unnoticed House Rules Committee hearing, it was Rep. Louise Slaughter (D-N.Y.) reacting in disbelief to what Republicans had done.

House rules typically allow any member, Republican or Democrat, to call up a Senate-passed bill for a vote. But on Sept. 30 -- the eve of the government shutdown -- Republicans on the House Rules Committee changed the rule so only House Majority Leader Eric Cantor (R-Va.) could call up a Senate-passed clean funding bill -- a bill that has the votes to pass the House and would end the shutdown, if it were given a vote. The move to prevent lawmakers from bringing up the bill came as part of Republican leaders' strategy to try to extract concessions from Democrats in exchange for reopening the government.

"They changed and rigged the standing rules of the House in order to keep the government shut down," Van Hollen said on MSNBC. "If they had not changed that rule, the government would be open right now because I, for example, could have, under the normal rules of the House, demanded to have a vote on that Senate bill and we would have had the government open already."

House Republicans Changed The Rules So A Majority Vote Couldn't Stop The Government Shutdown

In its effort to extract concessions from Democrats in exchange for opening the government, the GOP has faced a fundamental strategic obstacle: They don't have the votes. A majority of the members of the House have gone on record saying that if they were given the opportunity to vote, they would support what's known as a "clean" continuing resolution to fund the government.

So House Republican leaders made sure no such vote could happen.

In the hours working up to the government shutdown on Sept. 30, Republican members of the House Rules Committee were developing a strategy to keep a clean CR off the floor, guaranteeing the government would remain shut down.

Sarah Palin joins Ted Cruz, confederate flag, as new face of shutdown

Palin joined GOP Tea Party Senator, and shutdown leader, Cruz and other Tea Party supporters of the GOP’s shutdown of the federal government in a “million vet march” to protest the fact that the government has actually been shut down.

Point of fact: Neither Palin nor Cruz have actually served in the military, and both support the GOP government shutdown which closed the WWII memorial. But don’t let that fact get in the way of a good photo op.

GOP Rejects Democratic Plan To Extend Debt Ceiling Through Next Year

Senate Majority Leader Harry Reid (D-Nev.) warned shortly before the vote that if Congress fails to act before the deadline -- when the Treasury secretary warned the United States could run short of cash on hand to pay all its bills -- the nation could suffer an economic calamity.

"It's really too hard to comprehend that four days from today, unless and until a few extremist Republicans -- we hope it's a few -- too radical to compromise, could force a default on the nation's obligations," Reid said on the Senate floor.

GOP says NOOOOOOOOO! to hike in the Debt Ceiling!

The Senate failed to take its first new step Saturday to stave off a fiscal disaster: voting to begin work on a bill to raise the nation's debt limit.

Lawmakers voted 53-47 on the bill, falling short of the 60 votes needed to invoke "cloture" and proceed. The bill would lift the nation's borrowing cap through December 2014. A one-year hike of the debt ceiling is unpopular with congressional Republicans, but Senate Democrats hope to increase the pressure on the GOP as the Oct. 17 deadline looms to avoid default.

GOP issues New Ransom Demands

The Associated Press reported that House GOP leaders were offering a framework to not just pass a short-term increase in the nation's $16.7 trillion debt limit, but to end the 11-day government shutdown, in exchange for a cut in entitlement programs and make changes to Obamacare.

Sen. John McCain (R-Ariz.) blamed tea party Republicans for the government shutdown during a CNN interview on Wednesday, saying Congress never had a shot at defunding Obamacare.

McCain denounced the fight to defund Obamacare at the cost of a fiscal impasse even before the government shut down last week. McCain called out Sen. Ted Cruz (R-Texas) for his anti-Obamacare speech, and said "the people spoke" when they reelected President Barack Obama in 2012.
