"I feel like the state failed to protect the people,” Stacy told me. “Nobody really cares because it’s not affecting them.”

Stacy is one of several Lincoln Township residents in Trempealeau County who lived through two years of well problems. An industrial sand mine and processing plant set up shop in the neighborhood.

Mine owners wanted to avoid county zoning rules. The owners negotiated with the cities of Whitehall and Independence – some say pitting one city against the other – to annex the mine into Whitehall and the processing plant into Independence.

The residents of Lincoln Township were left out. They had no voice in the rules placed on the mine and processing plant by the City Councils.

The mine negotiated with Whitehall to provide water for sand processing. Industrial sand mine processing is a very water intensive process. The city’s pipes were unable to handle the high pressure needed to pump water miles away to the mine. Residents told me the city tried to drill a well just for the mine but couldn’t find water.

The mine needed water to operate. Locals said the mine made a deal to use an old nearby agriculture irrigation high capacity well to supply water to the sand processing plant.

Water use escalated. By 2015, three and a half times the water was removed from the agriculture well compared to 2013. Almost immediately after the mine began operation, residents experienced problems. Neighbor’s water pressure dropped dramatically during blasting; a well went dry; water filters normally changed every 30 years had to be changed every two or three months; chicken watering devices clogged with sand; chickens died and heavy metals appeared in drinking water.

As one local county board supervisor told me, “There was a clear connection between well degradation and sand mine activity.”

Stacy lives about a half mile from the mine. She sent me photos of her water, which was a murky brownish orange, and photos of her scooping handfuls of sand out of her toilet tank. She has gone through three or four washing machines in the past few years.

But the worst came in January. Stacy lost Apples, her horse. Stacy said, “I took it very bad.”

Apples died of liver failure. The horse had heavy metals in his tissues. Stacy told me the metals were “too much for his body. He can’t process or get rid of it.” Her vet said her water “was the worst water he’d ever seen.”

County officials started a well testing program. They contacted the state and asked if conditions of the farm well permit used by the mine were violated. When the county couldn’t get answers they called me.

Ironically, the Senate was considering a bill to change high capacity well laws. The bill would have made permanent – unless a court took action – every high capacity well permit in the state.

During the Senate debate, I asked colleagues to support amendments to review well permits when there is a change in use, i.e. from agriculture to mining; when there is a dramatic increase in the water removed, and when water is piped away from the property. Had these requirements already been law the locals might still have good wells. The Senate majority voted down all my amendments.

GOP Senators did pass a bill that differed from the bill passed by the Assembly. This means, unless the Assembly comes back to act on the bill, it will die.

The high capacity well law does need to change. Residents in Lincoln Township and across the state are vulnerable.

Mine operations in Stacy’s neighborhood are winding down. But local news reports a mine annexed into the nearby City of Blair will soon begin operations. I talked with a Whitehall business owner, Linda Mossman, who worries Blair residents will soon face similar troubles.

She asked me to encourage residents to take action now and measure the depth of their wells, document – through video or photos – their house foundations, and get their well water tested using a program available through the county extension office. For under $30, residents can get a comprehensive water test that usually runs about $100.

“People need to know,” Linda told me, “This WILL happen in your neighborhood.”

The Republican field has narrowed and so has the race for the party’s nomination: front-runner Donald Trump and Ted Cruz are within the margin of error in a new Fox News national poll on the 2016 election.



Trump remains in the top spot with 41 percent support among GOP primary voters, while Cruz has 38 percent. John Kasich gets 17 percent.

On the Democratic side, Hillary Clinton receives 55 percent support for the nomination among Democratic primary voters, while Bernie Sanders gets 42 percent. That’s a change from last month when Sanders held a three-point edge nationally after his dominant New Hampshire primary win..............

The Arizona victories handed enough delegates to Donald Trump and Hillary Clinton to help them maintain their leads in the delegate count despite victories from their primary competitors


Washington (CNN)Donald Trump and Hillary Clinton notched convincing victories in Arizona, picking up the biggest prize on Western Tuesday that moved the front-runners ever closer to a general election clash.

The Arizona wins handed enough delegates to Trump and Clinton to help them maintain their leads in the delegate count despite victories from their primary competitors.

Clinton said she was "very proud" to have won Arizona and hit Republican candidates who she said were "literally inciting bigotry and violence."

Speaking in Seattle, she said the devastating terror attacks in Brussels on Tuesday underscored why America needs a "steady" commander in chief, taking another clear shot at Trump.

There’s been a split in state-level approaches to elections in recent years, with many states enforcing voter-ID laws and other measures that tend to depress turnout, while early voting, absentee voting, mail-in balloting, and other measures to expand access have also become more popular. In Arizona, a huge number of voters took advantage of the chance to vote early—roughly 40 percent of all eligible voters in Maricopa County, for example, returned early ballots.

As a result, the Maricopa County Recorder’s office opened just 60 polling places, instead of the more than 200 it operated four years ago. But the surge of interest resulted in unexpectedly long lines, extreme waits, and reports of some locations temporarily running short of ballots......

Wondering if any EXIT polls were done in AZ? Maddow reported EARLY ABSENTEE voting results in


an Exclusive segment just about 10 minutes before the pools closed in AZ. Note that the results she reported were NOT exit polls (surveys done as people leave the polls on the day of the vote (march 22 in AZ). She was reporting a few results from the the EARLY Absentee ballots----- that I think started 3-4 weeks ago. The only stat I remember at this moment was that only 7% of millennials had voted early absentee--.



Not really sure when exactly EARLY voting stated in AZ--but my point is that I
have seen several threads here on DU claiming the election was stolen--the results were Flipped --all based on exit polls--but I have not seen any links to actual EXIT polls just CLAIMS of Flipped AZ election (Sanders got 60% vs Hillary got 30-40% approx).

Maybe some AZ newspapers conducted an exit poll in AZ?? If so please post.

The obscure Export-Import Bank moved to center stage in Washington’s Democratic presidential caucus, as Hillary Clinton chided Bernie Sanders for opposing the bank, which plays an outsized role in this state.

The obscure U.S. Export-Import Bank moved to center stage in Washington’s Democratic presidential contest, as Hillary Clinton and her allies chided Bernie Sanders for opposing the bank, which plays an outsized role in this state.

Speaking Tuesday at the Machinists union hall in Everett, Clinton said “I just shook my head” when Sanders joined conservative Republicans in criticizing the bank as a vehicle for corporate welfare..........

The bank is a self-sustaining federal agency that helps U.S. companies sell goods and services abroad by providing financing for exports, often in the form of loans and credit insurance at below-market rates. Interest on the loans finances the activities of the bank and its 400 employees.


In Washington state, the bank reports that 162 of the 238 exporters it has helped in the last decade — from Accor Technology in East Wenatchee to Zacklift International in Cle Elum — are small businesses..............
