GOP Rep. Martha Roby to retire

Source: the hill

By Juliegrace Brufke - 07/26/19 03:11 PM EDT

Rep. Martha Roby (R-Ala.) announced Friday she plans to retire at the end of her term, becoming the third Republican lawmaker to announce their retirement this week.

“While my name will not be on the ballot in 2020, I remain committed to continuing the fight for Alabama and the people I represent until I cast my last vote on the floor of the United States House of Representatives,” she said in a statement.
...................................................

Roby was first elected in 2010 to serve Alabama’s 2nd Congressional District, traditionally a Republican stronghold.

The Alabama Republican was one of the first to retract her endorsement of now-President Trump during the 2016 election after his controversial remarks on a leaked Access Hollywood tape became public.

Despite her rebuke of Trump during his presidential bid, he ultimately endorsed Roby in her primary runoff against candidate Bobby Bright in 2018. ...........................................

Immigration Official: HIV-Positive Status Justifies Family Separations

Immigration Official: HIV-Positive Status Justifies Family Separations

Chief Brian Hastings of Customs and Border Patrol contends HIV is a reason for separation but the flu is not.

By Trudy Ring July 25 2019 7:00 PM EDT

A Trump administration official Thursday admitted that immigration authorities are willing to separate immigrant children from their parents if a parent is HIV-positive.

Chief Brian Hastings of Customs and Border Patrol made the statement under questioning from U.S. Rep. Jamie Raskin, a Maryland Democrat, during a House Judiciary Committee hearing, the Washington Blade reports.

Raskin asked if a mother or father’s HIV-positive status “is alone enough to justify separation from their child.” He said he’d heard reports of separations under these circumstances. Hastings replied, “It is because it’s a communicable disease under the guidance.”

The congressman followed up by pointing out that HIV is “not communicable by contact,” so he wondered why it’s considered a communicable disease. Hastings just answered, “That’s the guidance that we follow.” Raskin asked where the guidance as from, but Hastings wasn’t sure.

Raskin then asked if there would be family separations because a parent had the flu, which is communicable, and Hastings said no.

“It’s unclear what guidance on HIV the CBP chief is referencing,” the Blade notes.
President Barack Obama’s administration in 2010 lifted a ban on entry to the U.S. by people who are HIV-positive — a ban established three decades earlier. With the lifting of the ban, the Centers for Disease Control and Prevention removed HIV from its list of communicable diseases of public health significance.

HIV “has not been considered a communicable disease of public health significance since 2010,” Aaron Morris, executive director of Immigration Equality, told the Blade. “We are appalled to learn that the U.S. government is again stigmatizing immigrants living with HIV,” he added. “Separating children from their parents because they are HIV-positive deeply misunderstands basic public health and will irreparably harm families and children.”

Not only is HIV not transmitted by casual contact, but it is almost impossible to transmit through exchange of bodily fluids if an HIV-positive person has suppressed their viral load to an undetectable level through treatment, or if an HIV-negative person is taking pre-exposure prophylaxis, the daily dosage of a drug preventing them from becoming positive if exposed to the virus.....

Senate report: all 50 states were targeted by Russian interference ahead of 2016 elections

Politics Jul 25, 2019 7:06 PM EDT

WASHINGTON (AP) — Robert Mueller warned that Russian interference is still happening “as we sit here.”

State election officials are anxious and underfunded, some running systems with outdated software and scrounging for replacement parts off e-Bay.

And on Thursday a report from the Senate Intelligence committee concluded all 50 states were targeted in 2016 and ahead of the 2018 election “top election vulnerabilities remained.”

But there’s no help coming from Congress.

It’s a risky calculation heading into 2020, when the stakes will be high for an election that could see record turnout as President Donald Trump runs for a second term. Primary voting is six months away.

Senate Majority Leader Mitch McConnell on Thursday blocked a House-passed bill that would authorize $775 million to beef up state election systems. GOP leaders made the case that the Trump administration has already made great strides in protecting the vote and they say no more funding is needed.

The Senate Democratic leader, Chuck Schumer of New York, called inaction by Congress a “disgrace” and pledged to keep pushing for votes. Mueller’s testimony “should be a wake-up call,” he said.................................................

Treasury pick Monica Crowley spread Obama smears: 'Can he be both loyal to Islam and loyal to the United States?'

(CNN)President Donald Trump's pick for the top spokeswoman job at the Treasury Department repeatedly spread conspiracy theories that suggested then-President Barack Obama was secretly a Muslim who was sympathetic to America's enemies.

Monica Crowley, who was appointed by Trump last week as assistant treasury secretary for public affairs, made multiple comments spreading these false claims on her personal blog and in at least one tweet between 2009 and 2015, according to a review by CNN's KFile team.

Crowley also endorsed a story claiming Obama was an "Islamic community organizer" trying to conform the United States to Sharia law and claimed conspiracy theories about Obama's birth certificate were "legitimate concerns."..........................................................

Crowley, formerly a syndicated radio host, columnist and Fox News contributor, was originally chosen by Trump in December 2016 to be the senior director of strategic communications for the National Security Council. She withdrew herself from consideration for that position after CNN's KFile team uncovered extensive plagiarism in her book and doctoral thesis.

........................................

Suggested Obama was a Muslim

Writing on her blog in August 2010, Crowley blasted Obama for supporting the right to build an Islamic community center and mosque in lower Manhattan. Some conservatives seized on the issue making it a flash-point and objecting to, at times using highly inflammatory rhetoric, building a mosque so close to the site of the September 11, 2001 terrorist attacks.

..................................................

Called birther conspiracy theories legitimate

Writing in a blog post in April 2011 after the release of Obama's long-form birth certificate, Crowley praised Donald Trump for questioning Obama's citizenship and called concerns about the birth certificate legitimate. .............................

Washington (CNN)Hundreds of red flags were raised internally within the Trump administration about how families were being separated at the US-Mexico border, including some from months before the controversial "zero tolerance" policy was announced, according to documents reviewed by CNN.

The documents include anecdotes of children allegedly blindsided when they were separated from their parents after being apprehended at the southern border. One referral received by the Department of Homeland Security's Office for Civil Rights and Civil Liberties describes a 14-year-old who said he was separated from his father in May 2018 "after a meal break while in custody, and was told by officers that his father would be deported."

In another, an 11-year-old stated that he "was called aside by an officer and then he did not see his father again." A 10-year-old with "poor communication skills" was allegedly separated from his mother in June 2018.

Taken together, the documents provide a rare glimpse into how one part of the Trump administration -- the Department of Health and Human Services -- was flagging cases of concern to another part -- the Department of Homeland Security -- during a tumultuous time that eventually resulted in the separation of thousands of families apprehended at the southern border.

HHS' Office of Refugee Resettlement, which is charged with the care of unaccompanied migrant children, instructed staff to submit significant incident reports for alleged cases of family separation once the agency started seeing an uptick in cases, according to the agency.

The refugee agency was unaware of the "zero tolerance" separation policy prior to its public announcement in April 2018, and the reports were submitted as incidents of abuse in Homeland Security custody and sent to DHS' Office of Civil Rights and Civil Liberties, an agency official said. The zero tolerance policy was officially implemented in May and ended in June after a public outcry.

A separation would typically occur under the pretense that there was a significant incident with a family member, such as abuse or neglect, that would prompt an incident report.

The procedure continued during zero tolerance. .............................................

Of the 850 referrals to the civil rights office of family separation between January 2018 and June 2018, the overwhelming majority are from HHS' Office of Refugee Resettlement. Others are from immigrant advocacy groups.
Twelve children who were 1-year-old or younger were allegedly separated between December 2017 and May 2018, according to the documents..............................

House Judiciary Committee Chairman Jerry Nadler cited the documents detailing alleged family separations that were obtained by the committee during a panel hearing.
"These documents are startling," he said.

"Even more surprising, the 12 children under the age of 1, nine of those separations occurred before the Trump administration enacted the zero tolerance policy. In many cases, family separation happened without warning and without giving the children the chance to say goodbye to their families. Many were not told where their families were being taken," the New York Democrat added.
The referrals do not explain how a case was resolved.

After a sixteen-year-old Guatemalan boy died in Border Patrol custody in May, officials gave a basic account of what happened. Carlos Gregorio Hernandez Vasquez crossed the border alone near Weslaco on May 13, and was then held at a processing center for unaccompanied minors in nearby McAllen for six days until falling ill on May 19. That day, a nurse practitioner found that he had a 103-degree fever, and he tested positive for the flu. He was prescribed Tamiflu and transferred to the Border Patrol station at Weslaco. Hernandez died the next morning.

Now an autopsy report obtained by Texas Monthly provides new details about the death of Hernandez, the fifth Guatemalan child to die since December after being taken into Border Patrol custody. Conducted by Dr. Norma Jean Farley, a contract forensic pathologist for Hidalgo County, the autopsy concludes that Hernandez succumbed to the flu, complicated by pneumonia and sepsis, on or near the toilet of his South Texas Border Patrol cell.

He was fed at 2 a.m. May 20, and agents reportedly checked on him every hour, according to the autopsy. But some time later, in a video that Farley apparently reviewed, Hernandez “is seen lying on the floor, vomiting on the floor, and walks over to the commode, where he sits and later lies back and expires.”

The exact time of Hernandez’s collapse isn’t known because, as the report notes without explanation, “the time on the video is incorrect.” Regardless, the boy was found at 6 a.m. that same morning and declared dead twelve minutes later....................................
