The CDC Lost Control Of The Coronavirus Pandemic. Then The Agency Disappeared.

The CDC Lost Control Of The Coronavirus Pandemic. Then The Agency Disappeared.
The world’s premier health agency pushed a flawed coronavirus containment strategy — until it disappeared from public view one day before the outbreak was declared a pandemic.

By Dan Vergano and Zahra Hirji

Posted on June 24, 2020, at 4:57 p.m. ET

On January 17, the world’s most trusted public health agency, the Centers for Disease Control and Prevention, announced it was screening travelers from Wuhan, China, because of a new infectious respiratory illness striking that city.

It was the CDC’s first public briefing on the outbreak, coming as China reported 45 cases of the illness and two deaths linked to a seafood and meat market in Wuhan. Chinese health officials had not yet confirmed that the new illness was transmitted from person to person. But there was reason to believe that it might be: four days earlier, officials in Thailand confirmed their first case, a traveler from Wuhan who had not visited the seafood market.

“Based on the information that CDC has today, we believe the current risk from this virus to the general public is low,” said Nancy Messonnier, the CDC’s director of the National Center for Immunization and Respiratory Diseases. Messonnier, 54, was a veteran of the CDC’s renowned Epidemiological Intelligence Service, where she had risen through the ranks during the national responses to the anthrax attacks and the previous decade’s swine flu pandemic to eventually head the agency’s vaccines center.

Then, when the containment strategy's failure became undeniable, just one day before the WHO declared the outbreak a pandemic — the CDC disappeared from public view.

“When the outbreak started, we had an aggressive tracing program, but unfortunately, as the cases rose, it went beyond the capacity,” CDC Director Robert Redfield later testified to Congress.

“We lost the containment edge.”

Covid-19 Update, Gov. Cooper Extends by 3 weeks, Safer at Home, Phase 2

https://www.nc.gov/covid-19/staying-ahead-curve

July 17th is the next assessment day.

North Carolina Pauses
in Safer At Home Phase 2

Adds Statewide Requirement for Face Coverings

As trends move in the wrong direction, state will not yet move into Phase 3

Jun 24, 2020

Governor Roy Cooper and North Carolina Department of Health and Human Services Secretary Dr. Mandy Cohen today announced that North Carolina will remain in Safer at Home Phase 2 for three more weeks. Cooper also announced that face coverings must be worn when people are in public places as officials seek to stabilize concerning trends of increasing viral spread.

Cooper and Cohen were joined by Dennis Taylor, President of the North Carolina Nurses Association and Eugene A. Woods, President and CEO of Atrium Health.

“North Carolina is relying on the data and the science to lift restrictions responsibly, and right now our increasing numbers show we need to hit the pause button while we work to stabilize our trends,” said Governor Cooper. “We need to all work together so we can protect our families and neighbors, restore our economy, and get people back to work and our children back to school.”

“I know North Carolinians are strong, resilient and care deeply about our communities. We pride ourselves on helping our neighbors. The best way we can do that now is by taking the simple action of wearing a face covering that covers your nose and mouth. If we each do our part, we can get back to the people and places we love,” said Dr. Mandy Cohen, NCDHHS Secretary.

Growing evidence shows that cloth face coverings, when worn consistently, can decrease the spread of COVID-19, especially among people who are not yet showing symptoms of the virus. Until now, face coverings had been strongly recommended. Under today’s executive order, people must wear face coverings when in public places where physical distancing is not possible.

In addition, certain businesses must have employees and customers wear face coverings, including retail businesses, restaurants, personal care and grooming; employees of child care centers and camps; state government agencies under the Governor’s Cabinet; workers and riders of transportation; and workers in construction/trades, manufacturing, agriculture, meat processing and healthcare and long-term care settings.

“Wearing a face covering is an easy thing to do that can make a huge impact for all of us. A major spike in cases would be catastrophic to the system, and without your cooperation, nurses and our fellow healthcare providers will have a harder time caring for sick patients for weeks and months to come,” said Dennis Taylor, a nurse, and President of the North Carolina Nurses Association.

“As the leader of the state’s largest health system, I am pro-health and also 100 percent pro-business. In fact, the two are inextricably connected and I’m very proud of the way business leaders and health experts are working together to keep our economy strong,” said Eugene A. Woods, President and CEO of Atrium Health. “Medical science says to reduce the spread of COVID-19 masking works, and my sincere hope is that all the people of North Carolina can join forces to make wearing a mask not something we feel we have to do – but something that we want to do to keep each other, our neighbors, our children and our loved ones healthy and safe”

Based on the metrics laid out in April by Governor Cooper and Secretary Cohen, North Carolina is evaluating a combination of the data from the following categories that shows the indicators moving in the wrong direction, causing officials to implement today’s pause in Phase 2.

Trajectory in COVID-Like Illness (CLI) Surveillance Over 14 Days

North Carolina’s syndromic surveillance trend for COVID-like illness is increasing.
Trajectory of Lab-Confirmed Cases Over 14 Days

North Carolina’s trajectory of lab-confirmed cases starting to level, but is still increasing.
Trajectory in Percent of Tests Returning Positive Over 14 Days

North Carolina’s trajectory in percent of tests returning positive remains elevated.
Trajectory in Hospitalizations Over 14 Days

North Carolina’s trajectory of hospitalizations are increasing, though we have capacity in our healthcare system.
In addition to these metrics, the state continues building capacity to be able to adequately respond to an increase in virus spread. These areas include:

Laboratory Testing

North Carolina is averaging more than 17,000 tests a day for the past week and there are more than 500 sites listed on online plus additional pop-up sites.
North Carolina labs and labs around the country are seeing supply shortages for laboratory chemicals needed to process tests.
Tracing Capability

There are over 1,500 full-time and part-time staff supporting contact tracing efforts at the local health department level, including the 309 Carolina Community Tracing Collaborative contact tracers. These new hires reflect the diversity of the communities they serve, and 44% are bilingual.
Personal Protective Equipment

Our personal protective equipment (PPE) supplies are stable.

Dr. Craig Spencer, who survived Ebola, on surge of coronavirus instances

Dr. Craig Spencer, who survived Ebola, on surge of coronavirus instances

June 23, 20203 min read

When Dr. Craig Spencer got on the New York City subway Monday morning following an overnight hospital shift, the emergency room doctor said all the people he saw were wearing masks.

"I think that people here remember how bad it was, really just a month, two months, ago and we don't want to go through that again," Spencer, director of global health in emergency medicine at New York-Presbyterian/Columbia University Medical Center, said Monday on CNBC's "Closing Bell."

“We're hoping that everyone around the country learns the lessons that we unfortunately had to learn the hard way," Spencer said, as New York City enters the second phase of its coronavirus reopening while other states across the U.S. see a spike in cases.

New York City, the epicenter of the country's outbreak, has seen its daily count of Covid-19 cases fall dramatically from its late May and early April levels, when more than 5,000 new infections were frequently being reported each day. Daily cases have been under 400 for over a week, according to the city's health department.

Barcelona Opera Reopens With An Audience Of Plants June 22, 20208:55 PM ET

When Barcelona's Liceu opera opened on Monday for its first concert since mid-March, it did so to a full house — of plants.

The Gran Teatre del Liceu filled its 2,292 seats with plants for a performance by the UceLi Quartet, which it called a prelude to its 2020-2021 season. The string quartet serenaded its leafy audience with Giacomo Puccini's "Crisantemi," in a performance that was also made available to human listeners via livestream.

"After a strange, painful period, the creator, the Liceu's artistic director and the curator Blanca de la Torre offer us a different perspective for our return to activity, a perspective that brings us closer to something as essential as our relationship with nature," according to a release on the Liceu's website.

The plants came from local nurseries and will be donated along with a certificate from the artist to 2,292 health care professionals, specifically at the Hospital Clínic of Barcelona.

Want to ditch Facebook but don't want to lose your videos and pictures? This may help...

Facebook’s tool for transferring media to Google Photos is now available for everyone
The tool was previously made available only in select countries

By Taylor Lyles on June 4, 2020 3:13 pm

Facebook’s Google Photos transfer tool, first announced for the US and Canada back in April, is now available globally, the company announced on Thursday.

The new data transfer tool allows you to create copies of all of the photos or videos on your Facebook account and transfer them to a linked Google Photos one. The tool was first made available in select parts of Africa, Asia Pacific, and Latin America last December and it’s been expanding to more countries since.

Here’s how to use the new data transfer tool on Facebook:

While logged into your Facebook account, click on the down arrow at the end of the upper menu bar and select “Settings.”
Select the tab that reads “Your Facebook Information.”
Click on “Transfer a copy of your Photos or Videos.”
Right now, users can only store photos on Google Photos. However, a Facebook spokesperson told The Verge in April that the “people will also be able to transfer photos to other companies that join the Data Transfer Program.”

AIRED JANUARY 2, 2018
Influenza 1918
Film Description
In September of 1918, soldiers at an army base near Boston suddenly began to die. The cause of death was identified as influenza, but it was unlike any strain ever seen.?As the killer virus spread across the country, hospitals overfilled, death carts roamed the streets and helpless city officials dug mass graves. It was the worst epidemic in American history, killing over 600,000 — until it disappeared as mysteriously as it had begun.

The 1918 Influenza Pandemic and COVID-19
Much has changed since the influenza pandemic of 1918, yet our responses to COVID-19 must still rely on many of the century-old lessons.

Progress, far from consisting in change, depends on retentiveness. When change is absolute there remains no being to improve and no direction is set for possible improvement: and when experience is not retained, as among savages, infancy is perpetual. Those who cannot remember the past are condemned to repeat it.

NC care 360 tool completed months ahead of schedule, announced by Dr. Cohen

NCCARE360 http://www.nccare360.org/
is the first statewide coordinated care network to electronically connect those with identified needs to community resources and allow for a feedback loop on the outcome of that connection.

There is growing recognition that better coordination and investment in the non-medical drivers of health, like access to healthy food, safe and affordable housing and well-paying jobs, can improve health and decrease health care costs.

However, people face a fragmented system of health and human services that can be hard to navigate. Providers often operate in siloes, are disconnected and have no meaningful way of coordinating services for local residents.

NCCARE360 is collaborative solution to this problem by providing a coordinated, community-oriented, person-centered approach to delivering care in North Carolina.

Through NCCARE360, community partners will have access to:

•A robust statewide resource directory that will include a call center with dedicated navigators, a data team verifying resources and text and chat capabilities.

•A data repository to integrate resource directories across the state to share resource data.

•A shared technology platform that enables health care and human service providers to send and receive secure electronic referrals, seamlessly communicate in real-time, securely share client information and track outcomes.

•A community engagement team working with community-based organizations, social service agencies, health systems, independent providers and more to create a statewide coordinated care network.

This solution ensures accountability around services delivered, provides a “no wrong door” approach and closes the loop on every referral made.

NCCARE360 implementation started in January 2019. NCCARE360 will be available in every county in North Carolina with full statewide implementation by end of 2020.*

NCCARE360 is a result of a public-private partnership between the NC Department of Health and Human Services and the Foundation for Health Leadership and Innovation (FHLI). https://foundationhli.org/programs/nccare-360/

The NCCARE360 implementation partners are United Way of NC/211, Expound Decision Systems and Unite Us.

* (But has been implemented months ahead of schedule.)

The tool streamlines and standardizes referrals, creates an instant, virtual connection between service providers and closes the loop on client service provision. By maximizing platform utilization, departments have the opportunity to enhance the linking to service and provision of care while mobilizing community partnerships that influence the advancement of the public’s health.

This is a Herculean effort that connects, uses and identifies the SDOH (Social Determinants of Health) which are critical to the expansion and maintenance of a robust Covid-19 pandemic response.

It may be just the thing we need to connect care and further humanize the pandemic response. Any addition to the toolbox is a step in the right direction, if it helps. Let's hope it will.

Good luck everyone.

About littlemissmartypants

I read voraciously and fast with high comprehension. I love to learn and share. But I will never, ever post anything in LBN again because someone always seems to find fault with my posts. I've had too many locked for stupid reasons to ever take LBN seriously ever again. I now just trash it. Which is a shame since there are individuals who are regular posters there that I love. I just send all not truly LBN and LBN dupes to the Trash from now on. No need to even bother any hosts with those anymore. Using Ignore and Trash are proving to be much easier and better options for me than trying to engage and attempt to make LBN a better place. I'm also getting tired of this place looking like the Trump Underground. Trashing every iteration of the surname and all of the clever nicknames people have created make it virtually impossible not to see posts about the psychopath that is the Republican party's preferred presidential candidate. Oh, well. GOTV!
