Another Nightmare Video and the Police on the Defensive in Tucson: Carlos Ingram Lopez

It was another gruesome video of policing in America — a naked Latino man, his face covered by a mesh spit guard, his hands cuffed behind him as he lay dying face down on the ground at his grandmother’s house. He pleaded for water more than a dozen times, saying he could not breathe as police officers restrained his legs and torso.

This time, the scene was a southern Arizona city with a politically moderate image, a large Latino population and a Police Department said to be relatively progressive.

The victim was Carlos Ingram Lopez, a 27-year-old cooking school graduate who prepared every meal from scratch for his 2-year-old daughter and watched YouTube videos to learn how to comb her hair. His death, as he was having a mental health crisis that led to a call for help, was a jarring reminder that Latinos as well as African-Americans have a troubled history with the police, even though Latinos’ struggles do not get the same attention.

Three officers involved in Mr. Lopez’s death resigned before the public release of the video, and Chris Magnus, Tucson’s police chief, offered to resign.

Ms. Jaramillo, the Tucson lawyer, said she had been having trouble sleeping since viewing the video in which Mr. Lopez died while calling out for his nana, or grandmother.

Ms. Jaramillo, who now assists victims of domestic violence, said she was struck especially by how Mr. Lopez’s grandmother, Magdalena Ingram, was treated dismissively by officers in her own home when she asked about her grandson while the officers were restraining him. She had called 911 because he was having a mental health crisis and acting erratically.

It's not just you -- there's a sudden wave of fireworks exploding in cities across the US

(CNN)The Fourth of July is still over a week away, but in many cities, it's already arrived. From New York to San Francisco, the skies light up every night -- and early morning -- for hours, and with no apparent reason.

Now, officials have had enough.

Firework complaints are soaring, and they come after months of pandemic-induced isolation followed by weeks of tense protests against police brutality and racism.

Why the fireworks are going off so frequently is anyone's guess. And city officials say they don't yet know where the big ones are coming from.

Conspiracies abound over who's responsible, but it's clear that the incessant fireworks displays are an inconvenient and dangerous phenomenon in an already surreal American moment.

There seems to be no geographic pattern behind which cities are shooting off the most.
Boston Mayor Marty Walsh told reporters that calls to police about illegal fireworks jumped 2,300% in May compared to the same period in 2019. He said some of the calls were originally for gunshots that turned out to be fireworks.

California's Alameda County, near San Francisco, has received complaints about a "higher than normal use" of illegal fireworks, too, according to the Alameda County Sheriff's Department.

Activists in Boston are calling for the removal of the city's second-highest paid employee from a key committee, after it emerged that he was an infamous police figure nicknamed 'Pepper Jack' for his liberal use of pepper spray, according to the Boston Globe.

An officer who appears to be Captain John 'Jack' Danilecki, who has been investigated more than 20 times, was caught on camera at a Black Lives Matter protest last month in the Massachusetts city, appearing to snatch a sign from a Haitian protester and ripping it up.

'He's like the avatar of cop violence in Boston,' said Joey Peters, 37, who told The Boston Globe he found himself on the wrong end of Danilecki's pepper spray canister during a protest last year.

The Haitian man was peacefully walking along the road, fellow activists claim, when his placard was seized.

In the moments before the encounter, captured on an eight-second video, an officer who appears to be Danilecki and other officers yelled at the group.

Someone within the group of officers allegedly told the protester to 'go back to the hood,' protesters told the Boston Globe.

The video does not capture the comment.

However, the person filming can be heard shouting, 'Are you going to tell him to go back to the hood again?'
