Trump should be charged with dereliction of duty for not using

emergency powers to manufacture and distribute UVC devices to kill Covid Virus. Small wearable to huge industrial devices could have been produced to kill the virus. Trump's plan was to ignore and let the virus run its course. He should be held criminally liable for disbanding the pandemic task force and for not taking an active offensive plan against Covid.. UVC and other devices could have been made and distributed and then retained for permanent anti viral and antibacterial inhibitors.
