cannot put his arm around a shoulder. He can’t. So he has to put it around the waist. If you are taller than he is, his hand may come seriously close to the butt. Take a look at photos of Queen Elizabeth with her arm around Michelle Obama. Her hand is squarely on Michelle’s rear end.
