2. The middle class was thrown a bone

I hate to say this, but many independents and some democratic voters support the tax cuts.

There are many people out there who hear "tax cut" and "incentives for companies to return to the US", "this bill will create jobs".

Even President Obama felt the corporate tax rate was too high and advocated lowering it as long as corporate loopholes were closed.

I'm sure there are voters who feel that this bill closes corporate loopholes. NPR has had vague coverage about incentives to return foreign held money to the US. I can't imagine what right wing radio says.

There are many voters who still feel the the Republicans are fiscally responsible and would never advocate a bill that increases the national debt by 1.5 trillion.
