In reply to the discussion: McConnell and Ryan say Food Stamp Program needs to end [View all]They'll claim its more "efficient" at the state level instead of the "cumbersome federal government". Plus as a line item in the federal budget, heck of a lot easier to cut and use the savings to their "pet projects" to punish other states.
Of course one of the big problems with using a "grant" system, its very hard to claim mismanagement from corrupt officials. A situation could very easily occur where a Governor appoints a buddy to be administrator with a seven figure salary to administer a food program. But why stop there? Create a voucher system that only allows you to obtain certain products...products from a specific food industry of which will be enriched as a result....or limit other options. For example, vouchers for fruits from California get limited...but surprise, surprise, you can buy all the hot dogs you want since the manufacturer is located in the state and donates to GOP causes.
