If there's anything to it, it may have something to do with people getting drunk on New Years Eve, or having the day off with nothing else to do on New Years Day. But if it's catching on then it could become a self-fulfilling prophecy, with people having more sex on a certain day, causing more births on a certain other day, causing even more people to have sex on that certain day, and so on.
