Some people have already downloaded the infringing material. I think that, under the DMCA, YouTube is given two weeks to comply, so add in the time it takes for the takedown notice to be sent plus the time it takes YouTube to act and we can assume that plenty more people will download. All this hurts the copyright holder's legitimate rights.

If your house is burglarized, and the police eventually get back most of your stuff, that does not mean "problem solved."
